Assisted by the EU Delegation in Gabon, the ECCAS has implemented the ECCAS Support Programme for Peace and Security in Central Africa (PAPS). In its wake, PAPS 2 (a second project to the sum of EUR 11 900 000) was initiated halfway through 2011. It aims to increase the ECCAS’ capabilities and level of involvement with respect to consolidating peace and security in Central Africa, in accordance with both its own schedule concerning peace and security and the African Union’s continental-level programmes (The African Peace Facility).
PAPS 2 has three main aims:
- To strengthen the structure and institutional abilities of the department responsible for human integration, peace, security and stability in the ECCAS.
- To develop the civil components within the police force and the Central African Multinational Force (FOMAC).
- To implement long-term preventative actions for developing electoral capabilities and frontier programmes and opposing the trafficking of small arms and light weapons.
