The acts of violence which have erupted in the city of Kinshasa follow the failure to call the presidential elections within the constitutional deadlines.
The European Union calls upon all the parties to show restraint. It recalls that all stakeholders, including officials of judicial and security institutions, have an individual responsibility to act in full compliance with the rule of law and human rights.
The crisis cannot be resolved through violence, whatever its source. The acts which have taken place today remind us of the utmost urgency of concluding an inclusive and meaningful political dialogue leading to an outcome which complies with both constitutional principles and UN Security Council resolution 2277.
The electoral calendar must be published as soon as possible, and the delay in the presidential and legislative elections must be as short as possible.
In the meantime, fundamental freedoms must be respected, in particular those concerning the media, political forces and civil society.
