The European Union’s Delegation to Syria (based in Beirut) is looking for a Political Officer.

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Syrian Arab Republic, led by a Chargé d’Affaires ad interim, represents the EU and has been based in Beirut since 2012.


We offer

We offer a post of Political Officer. Upon recruitment, the successful candidate will occupy the specific function of Political Officer. This job function may however evolve in accordance with the needs of the Delegation. The successful candidate will work under the supervision and responsibility of the relevant Head of Political, Press and Information Section and perform the following tasks:

  • identify and analyse political and economic developments in Syria
  • assist in drafting reports aimed at informing EU Headquarters
  • assist in monitoring press, social-media and other open sources active on Syria
  • attending meetings/webinars on relevant topics
  • perform other tasks, as designated by the Head of Section

S/he will work in a multicultural working environment. S/he will hold a fixed-term 3-year employment contract starting with a 3-month probationary period. The length of the working week shall be 37.5 working hours. The Delegation’s premises are located in City Hill bloc 61-10, Zokak El Blat, Rue Barbir, Beirut. The post falls under Group I. EU salaries in Lebanon are highly competitive. The exact amount will be communicated upon finalizing the recruitment.

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;

Technical knowledge:

  • Have completed university studies of at least three years attested by a diploma, preferably in political science, international relations, journalism, economics or other related field;
  • Have at least three years of relevant professional experience in one of these fields, preferably in an international and multicultural environment (international organisation, think-tank, newspaper, NGO…);
  • Have a good knowledge of the Middle East and its politics;
  • Languages: Fluency in written and oral English. Good command of French and Arabic as well as any other regional languages is an asset;
  • IT tools: Good computer skills on MS Word, Excel, PowerPoint, outlook applications, social media platforms relevant for the above-mentioned tasks.

Communication and other personal skills:

  • Have strong drafting and analytical skills combined with sound judgement, rapid grasp of problems and a capacity to identify issues and solutions;
  • Have knowledge of external relations, internal policies and functioning of the European Union;
  • Have excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the Delegation;
  • Have the ability to communicate clearly on complex issues and to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment. Very good capacity to work as member of a team and under pressure;
  • Ability to work effectively and independently in a multi-disciplinary and multi-cultural team.

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates considered the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which may include an interview. During this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually. However, once the recruitment procedure has been completed, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates that a candidate has (or has not) been recruited.
