The Delegation of the European Union to Georgia is looking for a
Temporary Trade Officer
The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The Delegation of the European Union (EU) to Georgia has been operating in Tbilisi, Georgia since 1995. The Delegation presents, explains and implements the EU policy; analyses and reports on the policies and developments in Georgia and conducts negotiations in accordance with a given mandate.
The Delegation’s main tasks can be described under three headings: (1) Political relations, (2) Economic and Trade relations, and (3) Co-operation and External assistance. In carrying out its tasks, the Delegation aims at maintaining and developing good and effective contacts with its partners in the government and civil society as well as with EU Member States and international organisations. The Delegation observes and reports regularly to Headquarters on political, social and economic developments in Georgia. It also seeks to ensure coherence between the EU's trade policies, humanitarian assistance, support for democracy, human rights and the media, institution and capacity building and other external policy activities in Georgia. As the EU is the biggest donor in Georgia (also Georgia’s main trading partner), one of the Delegation’s tasks is programming and implementation of external assistance.
A temporary post of Trade Officer (6 months contract starting in October 2021)
1. To support the Delegation in trade and economic matters, with a view to facilitate the implementation of the DCFTA in Georgia. To contribute to an improved trade environment, under the guidance of the Team Leader, for the EU and Georgian economic operators, especially SMEs. To implement the Delegation's activities in trade issues on the basis of instructions from HQ (DG TRADE), under the supervision of the Team Leader, the Head of Cooperation, as well as under the overall direction of the Head of Delegation.
2. Under the supervision of the Team Leader, to contribute to the monitoring of the DCFTA implementation and the reporting to HQ about the process of approximation to the EU acquis and related legislative developments in Georgia in trade and trade-related matters.
FUNCTIONS AND DUTIES
POLICY DEVELOPMENT – Contribution to policy development
- Under the supervision of the Team Leader, contribute to the monitoring and reporting on the progress of the implementation of the DCFTA by Georgia (cf. Georgia’s National Action Plan and the DCFTA part of the Association Agreement). In particular, follow the legislative developments in Georgia related to the approximation to the EU trade acquis.
- Contribute to improving the business climate in Georgia and increasing business opportunities for Georgian and EU economic operators, notably by monitoring any restrictions to trade that may arise in the context of the DCFTA implementation. Contribute to contacts with the EU and the Georgian business community for this purpose, in agreement with the Team Leader.
- Contribute to the removal of trade barriers and other business constraints, in close consultation with relevant EC Directorate Generals' and Member States' representatives, under the supervision of the Team Leader.
- Compile process and/or structure data, notably statistical, from various sources and provide them to HQ.
- Contribute to preparing, assisting and follow-up on missions by DG TRADE and other relevant Directorate Generals dealing with trade-related matters, in agreement with Team Leader.
- Under the supervision of Team Leader, contribute to preparing, assisting and follow-up of relevant policy dialogue meetings (Association Committee in Trade, SPS Sub-Committee, GI Sub-Committee, Customs Sub-Committee, Trade and Sustainable Development Sub-Committee).
EXTERNAL RELATIONS – External Relations
- In coordination with the Team Leader, contribute to the trade policy dialogue with all relevant ministries, business organisations, agencies, international organizations and other relevant stakeholders, with the focus on Georgia’s approximation to the EU trade-related acquis, and in other areas as required.
- Support the Team Leader in contacts and exchange of information with the EU Member States and co-ordination of joint actions, if necessary, on trade matters (trade promotion, Georgia’s approximation efforts, removal of trade barriers, trade-related political events); support the Trade Affairs Manager in acting as interface with IFI's, EU MS and other embassies of key international partners.
- Contribute to promoting the Export Helpdesk and develop other tools for promoting trade with the EU, under the supervision of the Team Leader.
- Contribute to the Delegation's communication activities on trade issues (written input to newsletters, reports, the Delegation webpage Trade/DCFTA section) under the supervision of the Team Leader.
POLICY ANALYSIS – Analysis in the area of legal and economic aspect trade
- In agreement with the Team Leader, collect, analyse and report information about the quality of the DCFTA implementation process in Georgia (cf. Georgia’s National Action Plan) and in particular on specific legal proposals to approximate to the EU acquis. Cooperate closely within the Cooperation Section's colleagues overseeing the approximation process.
- Maintain contacts with the relevant Ministries and agencies of Georgia in this regard, as well as with the business and civil society in Georgia to gather their views on the business and policy-making environment, content of specific proposals and their compliance with DCFTA obligations, under the supervision of the Team Leader.
- Analyse and report to HQ, under the supervision of the Team Leader, on other trade-related and general policy developments with an impact on trade (political, economic and/or social).
POLICY ANALYSIS - Information, communication
- Contribute to preparing, under the supervision of the Team Leader, monthly economic reports for HQ and EU MS.
- Monitor, analyse and report regularly and in a timely fashion, under the supervision of the Team Leader, to the Delegation's hierarchy and Headquarters on trade-related issues, in particular DCFTA implementation. Respond to any other specific requests for reports or analyses, in agreement with the Trade Affairs Manager.
- Contribute to drafting of progress reports on the trade aspects of the EU–Georgia Association Agenda, preparation of documents for the Association Committee in Trade and its Sub-Committees as required.
- Liaise regularly with the Head of the Cooperation Section about the state-of-play in trade-related technical assistance projects for Georgia in DCFTA related areas.
INTERNAL COMMUNICATION (general)
- Under the supervision of the Team Leader, draft policy notes, briefings and other documents, and carry out policy and other horizontal work in the field of trade policy.
- Assist the Team Leader in following up on trade issues. Draft notes on these issues and contribute to the regular reporting by the Delegation.
All other tasks that are necessary in the interest of the service.
University level education of at least 4 years in economics, law or other relevant social sciences, attested by a diploma. Post-graduate / post-university degree in a relevant sector, attested by a diploma acquired in a European country, would be an asset.
At least 3 years of working experience in a trade, economic, legal or policy-making environment.
Prior experience in the public sector or in an international organisation would be an asset.

Fluent Georgian and English.
