The Council reiterates its unequivocal commitment to Bosnia and Herzegovina’s EU perspective as a single, united and sovereign country. With local elections set to take place in the country on 15 November 2020, the Council welcomes that for the first time since 2008 local elections will also take place in the city of Mostar on 20 December 2020.

The Council today decided to extend the regime allowing the EU to impose restrictive measures on persons and entities involved in the development and use of chemical weapons by one year, until 16 October 2021.

The Council has today extended the existing framework for imposing targeted restrictive measures in view of the situation in Nicaragua for one year, until 15 October 2021.

The EU welcomes the agreement reached on 10 October on a humanitarian ceasefire between Armenia and Azerbaijan. The EU urges the sides to strictly abide by this agreement and calls on all actors, including external parties, to refrain from any actions that may lead to further casualties. In this respect, we note with extreme concern the reports of continued military activities, including against civilian targets, as well as civilian casualties and urge the sides to ensure full respect of the agreement on the ground.

High Representative/Vice-President Josep Borrell called the Foreign Minister of Belarus Vladimir Makei on Friday night to speak about the developments in Belarus since the 9 August Presidential elections.

The High Representative reiterated the EU’s position as expressed on several occasions including most recently by EU leaders at the European Council meeting on 1 October.

The EU has been battling for the implementation and respect for human rights, and the global abolition
of death penalty remains a prominent priority. We celebrate the European and World Day against Death
Penalty by reaffirming our strong stand against capital punishment.

Today on the World and European Day Against the Death Penalty, the European Union and the Council of Europe reaffirm their opposition to the use of capital punishment in all circumstances and call for the universal abolition of the death penalty.

It is a way of continuing our routine exchanges with our African partners.

On 7 and 8 October 2020, the European Union and the Republic of Uzbekistan held the 16th meeting of their Partnership and Cooperation Agreement Sub-Committee on Justice and Home Affairs, Human Rights and related issues. The meeting was held remotely via a video link between Brussels and Tashkent.
