Şura iclasına Avropa İttifaqının Xarici İşlər və Təhlükəsizlik Siyasəti üzrə ali nümayəndəsi Josep Borrell sədrlik etdi və Qonşuluq və İttifaqın Genişlənməsi məsələləri üzrə Avropa İttifaqının komissarı Olivér Várhelyi iştirak etdi. Azərbaycanın nümayəndə heyətinə isə xarici işlər naziri Ceyhun Bayramov rəhbərlik etdi.

The Council today reached a political agreement on the European Peace Facility (EPF), the new global off-budget instrument that will finance external action having military or defence implications, under the Common Foreign and Security Policy, with the aim to prevent conflict, preserve peace and strengthen international security and stability.


The European Commission today announced the mobilisation of €84.26 million in support of the response to the COVID-19 pandemic in four African countries: Benin, Central African Republic, Liberia, and Sierra Leone.

This morning I will chair the Cooperation Council with Azerbaijan.

It will be an opportunity to review the key elements in our relationship, as well as Azerbaijan’s reforms.

We had the same meeting yesterday with Armenia. Today it is Azerbaijan. Unhappily, the difficult situation between the two countries made it impossible to have any kind of common [trilateral] contact.

The State Duma of the Federal Assembly of the Russian Federation is considering legislation that would further restrict the activities of foreign NGOs and NGOs recognised as so-called “foreign agents”.

In response to the brutality of the Belarusian authorities and in support of the democratic rights of the Belarusian people, the Council today decided to adopt 36 additional designations. These sanctions target high-level officials responsible for the ongoing violent repression and intimidation of peaceful demonstrators, opposition members and journalists, among others. They also target economic actors, prominent businessmen and companies benefiting from and/or supporting the regime of Aleksandr Lukashenko.

The adoption of the Resolution "Moratorium on the use of death penalty" at the UN General Assembly on 16 December is an important achievement for the abolitionist cause worldwide. The record number of 123 votes in favour, up from 104 when a Resolution was first adopted in 2007, is further confirmation of the growing consensus on this issue. The death penalty is a cruel and inhuman punishment that neither deters violent crime nor contributes to a safer society. On the contrary, killing as a punishment perpetuates a cycle of senseless violence.


Following a review under the recommendation on the gradual lifting of the temporary restrictions on non-essential travel into the EU, the Council updated the list of countries for which travel restrictions should be lifted. As stipulated in the Council recommendation, this list will continue to be reviewed regularly and, as the case may be, updated.
