The European Union Delegation to the Republic of North Macedonia is looking for a local agent position of Accounts clerk in Finance, Contracts and Audit Section

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to North Macedonia is one of those 140 delegations. The Delegation of the European Union is the liaison between the national authorities and EU institutions. Since the decision taken by the European Council to recognise the country as a candidate for EU membership, the work of the Delegation of the European Union has focused increasingly on monitoring and reporting on compliance with the political and economic criteria for membership of the EU, and alignment of legislation with EU legislation as well as capacity to implement and enforce it.

One of Delegation's key tasks is to inform the authorities, institutions, media and citizens of the Republic of North Macedonia about the pre-accession process and about the EU institutions and policies. It also maintains regular contacts with academic institutions, business community and representatives of the civil society.

We offer

We offer a position of Accounts clerk in Finance, Contracts and Audit Section of the Delegation.

The jobholder will work under the supervision of the Head of Finance, Contracts and Audit Section to ensure legality and regularity of all transactions in line with the Regulation, Commission procedures and prevailing instructions. This post also includes tasks related to procurement and grants procedures, such as acting as secretary in evaluation committees, encoding LEFs and BAFs, follow-up on EDES and financial reporting and tasks related to back up of the secretariat.

The selected candidate will be offered a full-time employment contract ("local agent" type contract - Group III) on indefinite period.

Place of employment: Skopje. Working time: 37.5 working hours/week.

Functions and duties

The successful candidate will perform the following tasks:

  • BUDGET and FINANCE - Assist the accounting correspondent and payments coordinator, assist to the cut off exercise and forecasting, prepare ad hoc financial reporting, file financial documents, correspondence and returned files and requests for clarification, according to filing rules, draft documents linked to financial operations, assist in the follow-up of sub-delegation arrangements in the Delegation.
  • ACCOUNTING – Encode and update Bank Account files, Legal Entity Files, provide the requested supporting documents and liaise with DG BUDG, preparation of the payment file, creation of the e-signatory in Ares for circulation and linking with IT systems.
  • PROCUREMENT and CONTRACT MANAGEMENT – Participate in tender, FWC and grants evaluations as secretary of the evaluation committee, EDES check-up., contact point for Contracting and Financial Department of the Ministry of Finance on indirect management.
  • INFORMATION and DOCUMENT MANAGEMENT - Ensure proper functioning of document management systems, Register, file, store documents on any support in the appropriate systems, under supervision of the document management officer (DMO), provide files and documents needed for current work, receive, maintain, locate, access , arrange and archives files, documents and records
  • OPERATIONAL and SECRETARIAL SUPPORT - General administrative and secretarial support, back up the secretary in the section by: answering the telephone, filtering calls and taking messages, responding to general inquiries and managing the e-mail exchange and calendar, managing missions, keeping agenda and manage Section's annual leave and training plans, preparing notes, minutes, routine correspondence, presentations and other texts that are needed for the overall Section activity, providing logistical support for organisation meetings /committees (reception of guests / attendees).
  • INTERNAL COMMUNICATION (general) - To carry out tasks linked to the job description as instructed by his/her superior(s).

The tasks listed above are indicative and may change in accordance with the Delegation’s service needs and internal organisation.

Eligibility criteria

Candidates for this local agent post should:

  • Education: have completed university studies of at least three years attested by a diploma
  • Experience: have at least three years relevant experience linked to the tasks requested,
    understanding of EU and IPA environment would be considered as an advantage
  • Language: have a native command of Macedonian
    excellent written and spoken English
    knowledge of Albanian on B1 level would be considered as an asset
  • Knowledge: IT tools for specific application areas
    IT tools for Finance, Budget, Contracts and Accounting
    IT tools for office automation, MS Office applications
