The decision by President Morales to declare Commissioner Iván Velásquez of the International Commission Against Impunity in Guatemala (CICIG) persona non grata puts at great risk the work initiated by CICIG towards the strengthening of the rule of law in the country.
The European Union is a long standing supporter of the CICIG which under the leadership of Commissioner Iván Velásquez has played a pivotal role in the fight against corruption and impunity, the promotion of reforms and the strengthening of the national institutions in Guatemala. As specified in the agreement establishing the CICIG, it is important to allow the CICIG to develop its activities without political interferences so that it could fulfil its mandate. The engagement of the judiciary, and in particular of the Attorney General, has been key for the consolidation of the rule of law in the country. The EU also underlines the importance to respect the independence of the judiciary in the strengthening of the rule of law.
The EU remains committed to support Guatemala in its fight against corruption and impunity and to promote and defend the rule of law. These efforts are essential not only for the defence of fundamental rights, but also for the consolidation of security and economic development in the interest of all Guatemalans.
