On 22 July EUAM Iraq hosted its first Civil Society Platform as part of the European Union’s comprehensive approach to civilian security sector reform. The event was attended by representatives of the Iraqi government, international partners and local civil society. The participants were divided into three different groups on media and communication, children and juveniles and Women, Peace and Security (United Nations Security Council Resolution 1325 on women, peace and security).

Participants discussed topics such as combating hate speech, freedom of expression in Iraq and the importance of building citizenship skills through media literacy education.

EUAM Iraq was asked to set up a coordination committee which would come up with concrete recommendations and plans for security sector related issues in the future. Strong cooperation between security institutions and civil society organisations was also highlighted.

At the very heart of the security sector governance agenda is the need to promote people-centered approaches to security. The human dimension of security sector reform needs to be promoted. Placing people at the center of a security sector reform must be a priority in order to address the different security needs.

Building up of strong partnerships within the engagement of security sector reform is a strategic priority for EUAM Iraq. The purpose of EUAM Iraq’s Civil Society Strategy is to outline EUAM Iraq’s framework for the way forward, to engage with civil society in line with Iraq’s National Security Strategy. A thorough reform of Iraq’s security sector will be critical for long-term stability in Iraq.

EUAM Iraq will continue in its efforts to engage government representatives, international partners and Iraqi civil society.
