The Delegation opened in Tbilisi in 1995 and is part of a network of over 140 EU Delegations around the world. It has the status of a permanent diplomatic mission. Today, the EU is made up of 27 Member States, has a population of around 450 million and is the largest trading bloc in the world.

What we do

The EU Delegation's mandate is to: 

  • Promote the political and economic integration between Georgia and the EU in the framework of the EU-Georgia Association Agreement and its Deep and Comprehensive Free Trade Area (DCFTA).

  • Monitor the implementation of the Association Agreement being the legal basis for the relations between the EU and Georgia. 

  • Raise public awareness on the developments in the EU and to explain and defend individual EU policies.

  • Manage the EU’s external assistance programmes, which improve the quality of life of the people in Georgia in a tangible and visible manner. 

Our Development Assistance

The EU is Georgia’s largest development partner with over €2.1 billion provided in public and private investments since 1992.

Over the past few years, Georgia received one of the highest levels of assistance of all of the EU’s partners per capita, with around €85 million of technical assistance and grants annually, supplemented by a substantial support in investments through European Financial Institutions. This assistance has  focused on economic development and education, governance, rule of law, democracy, and human rights, environment and culture. However, as a result of democratic backsliding in Georgia, the EU has suspended over €120 million of direct assistance to the government of Georgia. This has not affected the EU’s support for civil society and independent media.

Our Office

The EU Delegation’s office is located in central Tbilisi, hosting four sections and around 60 staff members.

The EU Delegation’s four sections are:

  • Political, Press and Information section.

  • Cooperation section.

  • Finance, Contracts and Audit section.

  • Administrative section.

Each section has a Head of Section. The head of the EU Delegation is the EU Ambassador, Pawel Herczynski, who oversees the work of the entire delegation.
