EU-Russia Experts Network is a new cooperation initiative, launched in 2016, under the Partnership Instrument. It is an informal professional network of foreign policy analysts and think tanks from EU and Russia. EU-Russia Experts Network meets on a quarterly basis to discuss key foreign policy issues with the aim of coming up with practical recommendations for a new modus operandi for EU-Russia relations.

EU-Russia Experts Network is a flexible mechanism, which has a limited number of participants, but it has the potential to grow and accommodate more participants in the future.  Currently members of EU-Russia Experts Network include the Russian International Affairs Council, the Higher School of Economics, the MGIMO-university and the Institute of Europe of the Russian Academy of Sciences from the Russian side, and the EU Institute for Security Studies, the German Council on Foreign Relations, the Royal Institute of International Affairs - Chatham house, the Netherlands Institute of International Affairs - Clingendael and the French Institute of Foreign Relations from the EU side.

The first meeting of the EU-Russia Experts Network took place at the Russian International Affairs Council (RIAC) in Moscow in February 2016. Further foreseen meetings in 2016 will take place in April (Berlin), June (Moscow), September (Brussels) and December (Moscow).
