EU Office in Kosovo indicative timetable of consultations with civil society in view of the 2016/2017 SAA Subcommittee cycle

Under the Stabilisation and Association Agreement (SAA) a number of subcommittees are established which serve as structural political dialogues focussed on the implementation of the SAA. They report to the SAA Committee and the Stabilisation and Association Council. In the subcommittees, the EU and Kosovo will discuss all areas relevant to the implementation of the SAA. As such, the recently launched European Reform Agenda and the Economic Reform Programme are key commitments which will be monitored and their implementation discussed.

The EU office in Kosovo endeavours to ensure Kosovo civil society can independently, meaningfully and substantially provide input and views to feed into these structural political dialogues in an open and transparent manner. We aim at gathering civil society views and input for the SAA-subcommittees and special group meetings roughly two weeks ahead of the formal meeting with the authorities. The precise timing and location of the consultations with civil society will be communicated ahead of time. The EU Office will also endeavour to provide feedback to civil society organisations after subcommittees and special group meetings have taken place in a manner consistent with the rules and procedures of the SAA.

Interested civil society organisations are invited to consult the indicative timetable below for their advance planning. We aim to have as concrete and solution-oriented discussions as possible with civil society. Ahead of the consultations, the EU Office will share more specific information about what topics will feature in the discussion with the Kosovo authorities.

Interested civil society is invited to share their contact details (general email addresses and/or contact details of their staff members) with the EU Office (, indicating which of the areas outlined below are of particular interest, in order to be kept informed of developments, dates and location of consultations etc. If you are not sure which SA subcommittee your issue falls under, please do not hesitate to get in touch.
