Portuguese Secretary of State for Foreign Affairs and Cooperation Visits Portuguese Troops in EU Mission in Maputo
The delegation also included the Portuguese Ambassador to Mozambique, António Costa Moura, among other guests. During the visit, the Mission Commander, Brigadier General Luís Barroso, presented the mission’s objectives, progress, and development, from the former European Union Training Mission in Mozambique (EUTM MOZ) to its current mandate as a Military Assistance Mission.

Key focus areas included EUMAM MOZ’s core programmes, such as the regeneration of the Quick Reaction Forces (QRF), the “Train-the-Trainers” programme, and specialised training initiatives, which are essential to strengthening the autonomy and operational capabilities of the Mozambican Armed Defence Forces (FADM).
In her address to the Portuguese contingent of the mission, the Secretary of State emphasised the crucial role of EUMAM MOZ in supporting the development of the FADM, reaffirming Portugal’s ongoing commitment to this European Union mission. She also underlined the importance of the bilateral relationship between Portugal and Mozambique.

EUMAM MOZ is a non-executive mission with a mandate running until June 2026. It focuses on the operational training and maintenance cycle, while also delivering specialised training to help ensure the FADM become self-sufficient in their fight against insurgency. The mission currently comprises over 80 military personnel from 11 different nationalities.
The mission is currently commanded by Brigadier General Luís Barroso of the Portuguese Army and includes 47 Portuguese personnel from the Navy, Army, Air Force and GNR.
