FADM conclude 2nd Edition of the Administrative Command Elements Programme with the support of EUMAM MOZ
Over a period of six weeks, from 12 May to 11 July, 25 officers from the Navy, Army and Air Force took part in this intensive programme, designed to prepare them for future roles within ACEs. The training focused on building essential conceptual, doctrinal, and procedural knowledge, enabling participants to exercise delegated authority from the Chief of General Staff of the FADM.
The programme is closely aligned with the FADM Operational Cycle, supporting the regeneration, preparation, and deployment phases of the Quick Reaction Forces (QRF) in Cabo Delgado.
European Union Military Assistance Mission in Mozambique, 2025
Throughout the course, participants developed skills in operational planning, decision-making and staff coordination. The programme culminated in a Command Post Exercise (CPX), allowing participants to apply their learning in a simulated operational scenario and test their responsiveness in complex environments.
The programme was led by the FADM with close monitoring and pedagogical support provided by the EUMAM MOZ Advisory Group, ensuring the quality and technical consistency of the training.
The closing ceremony was attended by several military and institutional representatives, notably the Deputy Commander for Administration, Commodore Patrick Luís Enessi, and the EUMAM MOZ Mission Force Commander, Brigadier-General Luís Barroso. Both praised the relevance of the programme and emphasised the importance of continued cooperation between the FADM and EUMAM MOZ. In their addresses, they highlighted the positive impact of initiatives such as the ACE Programme in strengthening national capabilities, improving operational effectiveness, and building a more autonomous and resilient force. They also reaffirmed the shared commitment to investing in specialised training as a key pillar for ensuring long-term security and stability in Mozambique.

EUMAM MOZ is a non-executive mission with a mandate until June 2026, focused on operational training, maintenance, and specialised instruction aimed at enabling the FADM to become self-sufficient in their fight against the insurgency in Cabo Delgado.
