EUMAM MOZ has a new Gender Advisor
Lieutenant Colonel (LTCOL) Horn joined the Austrian Armed Forces in October 1985. After completing basic training, he trained as an infantry with a focus on anti-tank warfare and served in several roles. He then joined the Austrian Ministry of Defence, where he worked in the field of foreign language and peacekeeping training. He subsequently took on responsibilities in civil-military cooperation and international humanitarian and disaster relief. Other stages of his career included positions at NATO headquarters in Brussels and as a military policy advisor during Austria's chairmanship of the EU Military Committee. In addition, Lieutenant Colonel Horn completed three foreign assignments with KFOR in Kosovo, with EUFOR ALTHEA in Bosnia and Herzegovina, and with EUTM MALI in Mali.
For the new GENAD, his new mission in Mozambique represents a “great importance for the mission because the Mozambican Defence Armed Forces (FADM) are committed to implementing a gender perspective more intensively. It is essential that we, as part of our military assistance mission, recognize their needs and provide them with the best possible support” on the continuation of the European Union policy framework and on international human rights.
Lieutenant Colonel Dominik Horn expects to have a good experience at the EUMAM MOZ together with the FADM, supported in the recent progress and work developed, emphasizing the importance of working with “other local and international partners”.
The main tasks of the GENAD in EUMAM Mozambique include: cooperate with advisors, mentors and trainers in the FADM on gender issues; liaise with international organizations; lead and support the development and delivery of Gender and Human Rights training modules to the FADM; lead the development and integration of Gender, Sexual and Gender-based Violence (SGBV) into military exercises.
European Union Military Assistance Mission in Mozambique, 2025
EUMAM MOZ is a non-executive mission with a mandate until June 2026. It supports the FADM with the objective of strengthening the sustainability of Mozambique´s QRF, embedding them within a robust and autonomous operational cycle. With the arriving of LTCOL Dominik Horn, from Austria, EUMAM MOZ has now representatives from 12 nationalities.
