CAFE strengthens regeneration and training capacity of the FADM Quick Reaction Forces
CAFE is an organisational structure composed of military personnel from the logistics, personnel, and training areas, playing a key role in the organisation, regeneration, coordination, and preparation of the Quick Reaction Forces (QRF) of FADM Navy Marines and Army Commandos.
Integrated into a process aimed at consolidating operational readiness, CAFE ensures the administrative, logistical, and training coordination required for the QRFs to have the necessary personnel, equipment, and appropriate training to accomplish their missions.
In an increasingly complex security environment, CAFE serves as a structuring element for the efficient management of resources, ensuring improved conditions for the regeneration, training, preparation, and capacity-building of the forces, in line with the efforts undertaken by EUMAM MOZ to strengthen the capabilities of the FADM.

CAFE’s work thus contributes directly to the sustainability of the QRFs operational cycle, which is a central objective of EUMAM MOZ. The mission supports the FADM through advisory, mentoring, and specialised training activities, with the aim of enhancing the autonomy and operational effectiveness of the FADM in the Cabo Delgado operational theatre.
EUMAM MOZ is a non-executive mission, with a mandate until December 2026 and focusses on the operational training cycle and maintenance, while also conducting specialised training to enable the FADM to be self-sufficient in fighting the insurgency.
