RECOGNITION BY THE MALIAN AUTHORITIES TO EUCAP SAHEL MALI'S CAPACITY BUILDING TEAM

Luc Huysmans, a police officer and former soldier, is the head of the CBC unit. He is a trainer at the Federal Police Academy in Belgium and has a wealth of experience in international capacity building. After two previous missions in Mali as a trainer (2018-2019, then 2021-2022), he was appointed Head of the Capacity Building Component in December 2022. His work was crowned in December 2024 with a highly symbolic gesture: the 5th promotion of the General Directorate of the Technical and Scientific Police (DGPTS) was named "Luc Huysmans Promotion" in tribute to his unwavering commitment and the close collaboration between the Mission and Malian institutions.
Djibrilla Touré, a lawyer by training, is an expert on peace and security issues and state reconstruction in post-conflict contexts. Since 2015, he has held the position of National Administration Officer in the Operations Department of EUCAP Sahel Mali. His constant commitment to the ISF has been praised by the Malian authorities, by the Security Forces Staff College, which has expressed its gratitude for his contribution to strengthening national capacities.
Ise De Smet, a civilian expert specialising in project management and international cooperation, joined the Mission in April 2024 as a Training Advisor. She plays a key role in the design and implementation of training programs for the ISF. Her collaborative approach and commitment on the ground were particularly appreciated by her Malian counterparts.

These distinctions testify the good collaboration between the Malian authorities and EUCAP Sahel Mali and to the essential role played by the CBC unit in supporting training at the level of the various partner institutions.
