EUCAP Sahel Mali Hosts HQ Delegation to Review Key Projects and Partnerships

The visit demonstrates the EU’s commitment to supporting Mali’s security sector reform and collaboration with implementing partners within the Internal Security Forces and the Justice sector.

On 11 and 12 June 2025, the Deputy Director of Civilian Operations HQ and Head of the Operations Division, Kaï Holst Andersen; the Desk Officer, Mihaela Dumitrache; and the Strategic Planner, Ruben Vincent arrived in Mali from Mauritania to meet several Malian partners of EUCAP Sahel Mali in Bamako.

The Delegation, the Head of Mission and the Head of Operations proceeded to the National Police General Directorate for a working session chaired by General Police Controller Youssouf Koné. The attendees included the executive team of the Malian National Police, the Deputy Director of the Police, General Police Controller Seydou Diarra; the Director of the Border Police, Cheick Keïta; and Commissaire Mamadou Diakité, Commander of the Brigade for Suppressing Migrant Smuggling and Trafficking of Human Beings (BRTMTEH).

Director General Koné highlighted the technical nature of the Mission, its contributions to the response against organised crime and the role of the National Police in securing the entire Malian territory. He praised the quality of the Mission’s advisors and human resources, as well as the leadership of the Head of Mission.

The HQ delegation also met with the Director for European Affairs, Ambassador Cissé, at the Ministry of Foreign Affairs and International Cooperation. This was an opportunity to thank the Ministry and in particular the European Directorate for its support.

On 12 June, the delegation completed its programme, which included the Crisis Management and Coordination Centre, an extended visit to Faladié, a center of reference for the Internal Security Forces that brings together the Gendarmerie Schools and Training Centres (CFGRM) on the one hand and the Security Forces Staff College (EEMFS) on the other hand.

After visiting Faladié, the delegation exchanged with the National Director of Judiciary Affairs, Mr. Mohamed Maouloud Najim from the Ministry of Justice and Human Rights (MJDH). During this meeting, the flagship project “Maison de la Justice” was discussed at length.

The visit concluded with a meeting at the Ministry of Security and Civil Protection, chaired by the Technical Advisor and Head of International Cooperation Mr. Cheick Diallo. Discussions covered the Border Police Post and the Integrated Border Management Centre in Kourémalé.

The visit reaffirmed the European Union’s commitment to Mali and the importance of a sustained cooperation within the ambit of security sector reform, an area in which EUCAP Sahel Mali has been engaged since its establishment in 2015.
