The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.

EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.

EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.

The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.

General Requirements & Eligibility

  1. Reporting Line:

The Translator/Liaison Officer reports to the Head of Operations, or designated alternate.

 

Main Tasks and Responsibilities

To assist in ensuring effective liaison with the relevant interlocutors and stakeholders within the local Institutional framework. 

To assist the Unit in building a trustful and mutual beneficial working relationship with key local interlocutors at all levels, the establishment of effective relations, contacts and the exchange of information.

To translate documents from Arabic into English and vice-versa, including reports, speeches, laws, working papers, legal drafts, etc. related to the work of the Department.

To provide interpretation services from Arabic into English and vice-versa in meetings with Libyan interlocutors, including conferences, workshops, deliberations, etc., and prepare minutes upon request.

To prepare discussion points for the Advisers/Experts ahead of meetings with Libyan interlocutors.

To provide local assistance in order to ensure the effective conduct of meetings and field missions with secretariat and logistical support.

To support the Department Advisers/Experts in the preparation and delivery of training courses, the organization of workshops and other events. 

To undertake any other work-related task as requested by the line manager.

Essentials Qualifications and Experiences 

Successful completion of a full course of University studies attested by a degree (Bachelors Level) in English, translation, linguistics or other relevant fields and

After having fulfilled the educational requirements, a minimum of 4 years of relevant professional experience. 

 

Essentials Knowledge, Skills and Abilities

To be a native Arabic speaker.

Proficiency in oral and written English (C1/C2 level of knowledge of English according to the Common European Framework of Reference for Languages classification system CEFRL or equivalent). 

To have computer literacy (Microsoft Office).

Desirable Qualifications and Experiences 

 Experience in a similar position within a multi-national and/or international environment or organisation, possibly in Police/Law enforcement area (within the MoI, Police) and having a good knowledge of the linguistic specificities in Law Enforcement matters.

 

Desirable Knowledge, Skills and Abilities 

To be able to work effectively under pressure, in difficult circumstances, as well as ability to communicate with personnel at all operational and strategic levels. 

To be able to maintain strict confidentiality and impartiality. 

To be able to work without supervision, complete assigned tasks within strict deadlines and consistently maintain quality and accuracy in performance of duties.

To follow meticulous time keeping, and, ability and willingness to work additional hours if required.

  1. Reporting Line: The Security Assistant reports to the Senior Mission Security Officer (SMSO), or designated alternate, and works under the functional supervision of the Deputy Mission Security Officer (DSMSO).

 

  1. Main tasks and responsibilities
  • To assist the SDCD on general and specific local security issues.
  • To liaise with other relevant third parties, particularly governmental authorities, as required.
  • To assist SDCD in the check in and out procedures of all new MMs
  • To travel to high risk areas in support of mission visits and to conduct security duties.
  • To assist SDCD in the monitoring and evaluating of project processes in line with rules and regulation.
  • To assist coordination with Diplomatic Police, and other relevant agencies, to support mission activity.
  • To participate in security operations providing security coverage to Mission Members.
  • To translate written SDCD reports from Arabic into English and vice versa in the absence of mission interpreter/translation
  • To assist/liaise as required for Market Surveys on behalf of SDCD.
  • To carry out and assist with security-related administrative tasks, including the maintenance of relevant administrative forms, and databases, processing of invoices, drafting of purchase orders and registration.
  • To assist in the implementation of security advisories and instructions as disseminated by SDCD;
  • To assist the SDCD in monitoring compliance with the Mission Specific Security Operational Standards (MS-SOS)
  • To assist with security briefings and training, as required for both international and national staff;
  • To support in vehicle management which incorporates control of mileage, fuel, damage to vehicle road accidents reporting and ensuring accuracy of logbooks for assigned vehicles; (Primary task led by MSD)
  • To undertake any other related tasks as requested by the Line Manager(s).

 

  1. Essential qualifications and experience
  • Successful completion of secondary education attested by a certificate;
  • Professional qualification in security-related field OR equivalent military/police training;
  • A minimum of four (4) years of relevant professional experience, in the field of security, or any other related fields, after having fulfilled the education requirements
  • A valid EU category B driving license or equivalent

 

  1. Essentials Knowledge, Skills and Abilities
  • Native Arabic speaker.
  • Demonstrable basic knowledge of security systems;
  • Proficiency in oral and written English (C1/C2 level of knowledge of English according to the Common European Framework of Reference for Languages classification system – CEFRL or equivalent).
  • Excellent administration and organisational skills, which reflect ability to perform and prioritize multiple tasks in an energetic environment with multiple priorities;
  • Ability to work effectively under pressure, in difficult circumstances, as well as ability to communicate with personnel at all operational and strategic levels;
  • Proven interpersonal skills and the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Advance writing and editing skills, with proficiency in Microsoft Word, PowerPoint, Excel, Outlook, and the Internet;
  • A strong network of relevant contacts and relationships in national and government, political organisations, security actors, civil society, business and other actors is highly desirable.
  • Teamwork oriented;
  • Must be able to express ideas and concepts clearly and concisely and to communicate effectively orally;
  • Punctuality, reliability.
