Empowering the Libyan Coast Guard and Advancing Libya's Maritime Security

From 6 to 12 April 2025, EUBAM Libya and the Italian Coast Guard jointly organised the first theoretical and practical training course for the Libyan Coast Guard (LCG). Held across various locations in Italy, the course was tailored for officers serving as Search Mission Coordinators at the Maritime Rescue Coordination Centre/Joint Rescue Coordination Centre, as well as On-Scene Commanders aboard naval units.

The primary objective of the course was to elevate the LCG's operational efficiency in managing maritime borders, aligning its procedures with international standards. The training incorporated practical exercises focusing on best maritime practices for the safe escort and transfer of individuals in distress, as well as techniques for emergency medical evacuations via helicopter.

Dedicated sessions utilised a vessel traffic control simulator to engage all participants in a realistic scenario involving the communication and tracking of merchant vessels. Furthermore, the curriculum included crucial aspects of human rights and the provision of medical assistance. Participants also received practical demonstrations on the offshore patrol vessel Dattilo, showcasing anti-pollution equipment such as floating booms and skimmers, along with their operational techniques.

In his opening address, Rear Admiral Ranieri, Chief of the Coast Guard of Eastern Sicily, warmly welcomed the participants and emphasised the strategic alignment of this specialised training with the core responsibilities of the Coast Guard and EUBAM Libya's commitment to strengthening the LCG's capacity to effectively manage maritime emergencies.

 

The training programme was conducted at various key locations, including the 11th Maritime Rescue Sub-Centre, the Capitaneria di Porto of Syracuse, the Vessel Traffic Centre, the Italian Coast Guard Training Centre in Messina, the offshore patrol vessel Dattilo, and the Coast Guard Air Base in Catania.
