“This will be the first deployment of an EU Election Observation Mission in the country, marking an important step toward stronger EU-Philippines relations. Our presence aims to contribute to an inclusive, transparent and credible election process without interfering nor validating its results”, said Chief Observer Marta Temido, "During my visit, I received a warm welcome from the Filipino people, as did the core team based in Manila and our 72 long-term observers who have been deployed all over the country" the Chief Observer added. 

Ms. Temido met with several stakeholders, including the COMELEC Chairman and commissioners, government officials, political parties and candidates, as well as representatives of civil society and the media. “I had several meetings in Manila and Cebu to learn about election preparations. Our 72 long-term observers have already met dozens of interlocutors across the country and are preparing comprehensive, evidence-based reports from their areas of observation,” said the Chief Observer.

The Election Observation Missions are a fundamental component of European Union activities to promote democracy, human rights and civil society participation worldwide. "Our core principles are independence, neutrality, impartiality, non-interference, cooperation and partnership with the host country and its citizens. These principles guide us throughout the mission”, the Chief Observer remarked. 

The EOM started its activity on 28 March with the arrival of a core team of 12 analysts in Manila, followed by the arrival and deployment of 72 long-term observers. Shortly before election day, they will be joined by more than 100 short-term observers. On election day, the EU Election Observation Mission will have more than 200 observers on the ground, one of the EU’s largest deployments in 30 years of election observation. This includes a Delegation from the European Parliament and around 20 diplomats accredited in the Philippines from EU Member States as well as from Canada, Norway, and Switzerland.

The Mission's mandate is to assess the extent to which the elections comply with the Philippine laws, as well as the Philippines’ international commitments related to democratic elections, and international good practice. “The mission observes and analyses the entire electoral process, including the legal framework, electoral administration, automated election technology, the campaign environment — including media and social media — voting, and tallying of results, as well as complaints and appeals,” said the Chief Observer.  

The EU EOM is committed to remaining neutral and to abide by the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers. The Mission will issue its initial findings in a preliminary statement, which will be presented at a press conference on 14 May. A final report with recommendations for future electoral processes will be presented to the national stakeholders and published at a later stage. The EU EOM is financed exclusively by the European Union budget.

EU Chief Observer, Marta Temido, inilunsad ang kauna-unahang European Union Election Observation Mission sa Pilipinas

Manila, 25 April 2025 – Opisyal na inilunsad ni Chief Observer, Marta Temido, ang European Union Election Observation Mission (EU EOM) sa Pilipinas ngayong araw sa isang press conference sa Maynila. Ito ay matapos ang kanyang limang araw na pagbisita sa bansa. Ang pagpapadala ng mga tagapagmasid ng halalan ay bahagi ng tugon sa imbitasyon mula sa gobyerno ng Pilipinas upang obserbahan ang nalalapit na halalan sa ika-12 ng Mayo 2025. 

“Ito ay ang kauna-unahang pagpapadala ng EU Election Observation Mission sa bansa na isang tanda ng mas matibay na relasyon ng Pilipinas at European Union. Ang aming presensya ay naglalayong makatulong na makamit ang mas inklusibo, tapat at mapagkakatiwalaang proseso ng halalan, na walang panghihimasok o pagpapatunay ng mga resulta galing sa EU EOM,” sabi ni Marta Temido, na isang miyembro din ng European Parliament mula sa Portugal. “Sa aking pagbisita sa bansa, ramdam ko, ng aming core team na naka-base sa Maynila, at ng 72 na long-term observers, ang mainit na pagtanggap ng mga Pilipino,” dagdag pa ni Chief Temido.

Si Chief Observer, Marta Temido, ay nakipagkita sa ilang mga opisyal, Siya ay nakipagkita kasama na ang Tagapangulo ng COMELEC at ang mga Commissioner, mga opisyal ng gobyerno, mga partidong politikal, mga kandidato at mga kasapi ng civil society at media. “Ilang produktibong mga pagpupulong ang aking nasamahan sa Maynila at Cebu upang mas maintindihan ang mga preparasyon sa nalalapit na eleksyon. Ang aming 72 long-term observers ay nakipagkita na rin sa ilan pang kapartner sa buong bansa upang maghanda sa komprehensibong report na batay sa ebidensya at mga nakalap na impormasyon sa mga lugar na kanilang na-obserbahan,” anya ni Chief Observer Temido.

Ang Election Observation Mission ay pundamental na bahagi ng mga aktibidad ng European Union upang isulong ang demokrasya, karapatang pantao at partisipasyong sibil sa buong mundo. “Ang aming misyon ay base sa mga pangunahing prinsipiyo ng kalayaan, walang pagkampi, walang pagkiling, walang panghihimasok, kooperasyon at pakikipagtulungan sa bansang umanyaya sa aming misyon at mga mamayan nito. Ang mga prinsipyong ito ay ang aming gabay sa misyon sa bansa,” sabi ni Chief Observer Temido.

Ang EU EOM sa Pilipinas ay nagsimula ng kanilang mga aktibidad nuong ika-18 ng Marso sa pagdating ng core team na binubuo ng isang dosenang mga taga-analisa, na sinundan ng 72 na long-term observers. Ilang araw bago ang halalan, 100 pang short-term observers ang darating sa bansa.  At sa araw ng halalan, higit sa 200 observers ang magmamatyag ng eleksyon sa buong bansa. Ito na ang pinakamalaking grupo ng mga tagamasid ng halalan na ipinadala ng EU sa tatlumpung taon nitong pagsagawa ng election observation sa buong mundo. Kasama sa 200 daang tagapagmasid ay ang humigit-kumulang sa 20 na mga diplomat na nakabase sa Pilipinas mula sa EU Member States at sa Canada, Norway, and Switzerland.

Ang mandato ng misyon ay tignan ang lawak ng pagsunod ng mga aktibidad ng eleksyon sa batas ng Pilipinas at sa mga pangako nito sa pagsunod sa mga magandang gawi ng halalan at sa pagkamit ng demokratikong eleksyon. “Ang Misyon ay nagmamasid at nag-aanalisa ng buong proseso ng halalan, kasama ang istrakturang legal, pagsasagawa ng eleksyon, teknolohiya sa automated election, pangangampanya – kasama ang papel ng media at social media – pagboto, pagbilang ng boto, at pagtanggap sa mga reklamo at apila,” dagdag pa ni Temido.

Ang EU EOM ay nangangako na ito ay walang kikilingan at mananatiling susunod sa Declaration of Principles for International Election Observation at sa Code of Conduct ng International Election Observers. Ang Misyon ay maglalabas ng inisyal na ulat at magbibigay ng preliminary statement sa isang press conference sa 14 Mayo 2025. Ang pinal na ulat, na may kasamang mga rekomendasyon sa pagbuti ng mga susunod na eleksyon, ay ibabahagi ng mga nakasama sa pag-oobserba sa bansa at ilalathala sa mga susunod na buwan. Ang EU EOM ay esklusibong pinondohan ng European Union budget.
