15 June 2021, New York – Statement on behalf of the European Union delivered by European Commissioner Helena Dalli at the 14th Conference of the States Parties to the Convention on the Rights of Persons with Disabilities (15-17 June)

Mr. President, Ladies and Gentlemen,

I have the honour to speak on behalf of the European Union.

It has been an important year for the EU in ensuring that persons with disabilities enjoy their human rights on an equal basis with others.

On the 3 March 2021, the European Commission presented the new Strategy for the Rights of Persons with Disabilities 2021-2030.

It addresses all articles of the United Nations Convention on the Rights of Persons with Disabilities and sets the framework for action to support the European Union in its implementation.

The Strategy takes into account emerging and pressing policy needs, including the impact of the COVID-19 pandemic. In this respect, our ongoing dialogue with persons with disabilities and their representative organisations is key.

The Strategy gives particular attention to protection from discrimination and violence. It ensures the right to education, employment and independent living. It also promotes accessibility, which is and enabler of rights, autonomy and equality and access to justice, education, employment, participation in political life, culture, sports, recreation activities, tourism and healthcare while supporting caregivers.

The EU will continue to uphold the rights of persons with disabilities globally. It will support their inclusion in its external action, development cooperation and humanitarian aid.

Working towards a fair and inclusive recovery, the EU has stepped up its action to promote the rights of persons with disabilities recognising the importance of adequate capacity and financing to progress inclusion and deliver on commitments.

We are committed to sharing our experience of implementing the United Nations Convention with partners across the world.
