We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division Global 5 – Development Cooperation Coordination Division (DCCD) - in close coordination with geographic and thematic colleagues is the main contact point in the EEAS for all matters relating to development policy, including the broader 2030 Agenda for Sustainable Development, development and international cooperation, programming and budgetary issues, including MFF/NDICI.

In particular, DCCD's overall objective is to ensure that development and international cooperation and their objectives are integral elements of the EU's external action and, through this, to contribute to make the EU a responsive cooperation partner and an effective external relations actor. DCCD supports the HRVP in his double mandate (and as chair of the FAC/DEV), and – with regard to multiannual programming of External Financing Instruments now under the single NDICI instrument - the Commissioner responsible for development and international cooperation. On all these issues, DCCD works closely with its sister Divisions in MD Global and Multilateral Issues. DCCD also works closely with the Commission (in particular DG DEVCO, DG NEAR, DG BUDG), Member States and the European Parliament, as well as with academia, think tanks and civil society organisations.

We propose

The position of the Policy Officer – Programming Officer - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

We look for

A highly motivated and versatile colleague, capable to cover different files in parallel, with experience in both foreign relations and development cooperation who, under the authority of the Head of Division, will work on NDICI multiannual programming and reviews, including the overall process and coordination with the geographic divisions. The colleague will have the opportunity to benefit from a wide array of opportunities to advance both his/her intellectual knowledge, expertise and network, as well as contributing to shaping the EU’s policy on the conflict.

We are looking for an international cooperation specialist with good knowledge of EU Development policy and development aid programming, the Agenda 2030 for sustainable development, and the connected other fields of the EU External Action.

In the framework of our development cooperation with partner countries, the successful candidate will contribute to the coordination and quality of the general programming process, advising geographical services, and assisting in ensuring overall coherence and complementarity with other policies contributing to the EU external action (e.g. trade, migration, energy, humanitarian, security, etc.). In collaboration with all relevant EEAS and Commission services, he/she will contribute to the various phases of programming the use of funds, which is an EEAS overall responsibility.

On the thematic cooperation – Human Rights and Democracy, Peace and Security, CSOs and Global Challenges - including new subjects such as digitalisation, blue economy, private sector investments and economic diplomacy, he/she will contribute to setting out the priorities in tight coordination with thematic and geographic services in the Commission and in the EEAS.

Acting within a small ‘programming team’ as focal point and resource person within EEAS on NDICI programming issues and ensuring the effective implementation of the programming guidelines and related follow up work.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS).1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV ;


  • (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al...
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.


Candidates should:

  • have ability to maintain diplomatic relations and to ensure representation and communication in a complex, multicultural environment;
  • have capacity to create constructive working relations with EU Member States and the European Parliament as well as other key actors in the field of international cooperation and development policy ;
  • have strong drafting and analytical skills combined with sound judgement;
  • have knowledge of external relations, internal policies and functioning of the Union;
  • have excellent communication and negotiation skills and the ability to establish and maintain a network of contacts both within and outside the EEAS;
  • have the ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment;
  • have strong service attitude;
  • be fluent in English and in French (both orally and in writing);
  • have geographical knowledge and/or experience of developing countries;
  • be a flexible team player.


  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in working with or within other EU institutions;
  • experience working on International cooperation and development policy issues;
  • as well as good knowledge of the programming process of the external financing instruments;

would be considered as strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
