The German Foundation for International Legal Cooperation (IRZ) in partnership with Justice Coopération Internationale (JCI; France) and the Court Administration of Latvia are currently looking for an International Long Term Expert 2, in the framework of the EU-funded project “Consolidation of the Justice System in Armenia”.
The overall objective of the project is to strengthen the independence, transparency, efficiency, accountability of and public trust in the Armenian justice system in line with the EU acquis and best practices.
The project mainly works towards enhancing the capacities of the following Armenian authorities, which are the target group of the project: the Ministry of Justice, Supreme Judicial Council, Judicial Department, judges, non-judicial court personnel, General Assembly of Judges, General Prosecutor’s Office, Corruption Prevention Commission, Chamber of Advocates and Justice Academy.
The project is aimed at ensuring the proper implementation of the “Strategy on Judicial and Legal Reforms 2019-2023”, to support the relevant stakeholders in ongoing judicial reforms and contribute to the overall improvement of administrative and civil justice.
The project is scheduled to start in the second quarter of 2020 with a duration of presumably 18 months, expected to be extended to a total project duration of 24 months.
The project starting date is to be determined following the recent developments around the Corona-Virus.

Position 1: Int. Long Term Expert 2 (LTE) - Capacity Building and Training Expert
Based in Yerevan, Armenia full time (100%) position from mid 2020 (indicative) until the end of the project.
The present position will be contracted by GIP Justice Coopération internationale, mandated body of the French Ministry of Justice.
Description of Responsibilities:
The International Long Term Expert 2 is to provide major input for the training-related activities, thus will be responsible for designing and delivering training, including the needs assessment and organisation thereof. The work is to be supplemented by MTE and STE missions according to specific training themes, providing for the LTE 2’s involvement in steering and coordinating such missions. The LTE 2 shall cover fields of capacity building for various governmental and non-governmental stakeholders in Armenia.
Qualifications and general professional experience:
Professional background as legal / economic / public policy specialist, coming either from the public or private sector (at least 10 years professional experience);
Minimum of 5 years professional experience in training of judges, prosecutors and/or judicial and non-judicial staff as well as design of trainings and/or drafting of curricula;
Minimum of 3 years of relevant work experience, preferably in the justice system, a donor-funded justice project environment or an international institution;
Strong experience in the field of capacity building aimed at various stakeholders will be considered a distinct advantage;
Previous experience in the field of training of new candidate judges and/or prosecutors will be considered a distinct advantage;
Experience as an expert in similar projects in countries of the Eastern Partnership region, South-Eastern Europe or Central Asia would be a distinct advantage.
Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from project stakeholders;
Very good command of written and spoken English and computer literate;
Excellent interpersonal and communication skills, reporting and analytical capacity;
Leadership skills to manage and motivate a multidisciplinary team of specialists and to interact with project partners, the European Union Delegation, civil society and the media.
