The German Foundation for International Legal Cooperation (IRZ) was awarded the EU Grant “Consolidation of the Justice System in Armenia” and is therefore looking for candidates for one national long term positions.
The overall objective of the project is to strengthen the independence, transparency, efficiency, accountability of and public trust in the Armenian justice system in line with the EU acquis and best practices.
The project mainly works towards enhancing the capacities of the following Armenian authorities, which are the target group of the project: the Ministry of Justice, Supreme Judicial Council, Judicial Department, judges, non-judicial court personnel, General Assembly of Judges, General Prosecutor’s Office, Corruption Prevention Commission, Chamber of Advocates and Justice Academy. The project is aimed at ensuring the proper implementation of the “Strategy on Judicial and Legal Reforms 2019-2023”, to support the relevant stakeholders in ongoing judicial reforms and contribute to the overall improvement of administrative and civil justice.
Project partners are Justice Coopération Internationale (JCI; France) and the Court Administration of Latvia.
The project is scheduled to start in the second quarter of 2020 with a duration of presumably 18 months, expected to be extended to a total project duration of 24 months.
The project starting date is to be determined following the recent developments around the Corona-Virus.

Position 1: National Long Term Expert 2
Based in Yerevan, Armenia full time (100%) position mid 2020 until the end of the project
Description of Responsibilities:
The National Long Term Expert 2 is responsible for the project activities with regard to reforms in the judiciary and development, this may include the implementation of court assessment as well as evaluation systems. He/she will monitor and report on his/her respective fields of responsibility.
Qualifications and professional experience:
University degree in law / public policy / economics or a related discipline;
Minimum of 5 years of relevant work experience, preferably in the justice system, a donor-funded justice project environment or an international institution;
In-depth professional experience (accumulated at least 3 years) in designing and implementing measures in judicial and court reforms;
Experience in court assessment and performance evaluation will be considered an asset;
Proven experience in project management;
Proven knowledge of and familiarity with the Armenian justice system, justice reform process and the content of the justice reform strategy.
Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from project stakeholders;
Excellent interpersonal and communication skills to motivate a multidisciplinary team of specialists and to interact with project partners and stakeholders;
Excellent command of written and spoken English specifically with legal terminology and computer literate;
Excellent reporting and analytical capacity;
Ability to understand and respect all confidential classifications of any government documents, statements or other information he/she may be given during the exercise of his/her duty.
