We welcome the entry into force of the Law on Public Officials today, following an extensive EU support in drafting it. This is a big step forward towards a more competent public administration. Reforms in the law include group competitions for civil servants, with the highest scoring candidate given priority to the job; compulsory electronic tests, also for senior management posts; a minimum threshold for being admissible for appointment introduced. It also establishes the principles for the competition procedures for public service employees, such as teachers. An improvement is also the fact that short-term special service agreement contracts are no longer possible. Approval of secondary legislation to detail the implementation of the law should be a priority of the next government.
