34-year-old taxi driver Omar Musa, was amongst 40,000 Libyans who, together with his family, had to flee from the city of Tawergha after the 2011 revolution in Libya. People were living in dire conditions in camps spread across the country. Seven years later, Omar was finally able to return home. “When I arrived I was not aware of the danger that I faced. However, I found billboards and posters on the walls near the entrance of the city with emergency phone numbers to report any explosive remnants of war. I did not really understand what that meant at the time." Indeed, in such situations, the EU supports projects to raise awareness about unexploded ordnances and mines, and to help clear people’s properties so that they can return safely home.

With 60% of the oceans relying outside nations jurisdiction, ensuring good governance at sea and securing the maritime domain becomes a challenge for every international actor. With a revised Action Plan and a Maritime Security Strategy under the umbrella of the Global Strategy, the EU has been working closely with international partners towards a safer maritime environment and a sustainable use of its resources.

For the past 10 years the EU has successfully deployed a CSDP military naval operation to fight piracy off the coast of Somalia. Today the threat of piracy has been minimised. At the same time the operation was tasked with monitoring fishing activity and reporting any illegal activity. Improved security conditions now allow communities to engage in fishing activities supported by EU and UN missions and initiatives.

Prevention is better than cure. This basic principle stands behind many of the EU activities. A pertinent example is the EU's civilian monitoring mission in Georgia (EUMM). It was deployed immediately following the war between Russia and Georgia in 2008. EUMM has helped since then to prevent new hostilities and enabled the affected population to resume a normal life free from fear.

Natural resources belong to local communities not to militias. Since 2003, the EU and international partners representing 99% of the world’s diamond trade have joined forces to make sure that the production and trade of rough diamond contributes to peace and sustainable economic and human development. The Kimberley Process is a unique tool for conflict prevention and promotes sustainable development. Holding the rotating Chairmanship in 2018, the EU seeks to ensure that the Process remains fit for purpose in a changing context.
