We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports her tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in her capacity as Vice President of the Commission with regard to her responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Rights and Obligations Division within the Human Resources Directorate of the EEAS is responsible for implementing the rights and obligations of all staff working in HQ and Delegations by paying and accounting remunerations of EEAS officials, temporary agents and contract agents at HQ and in Delegations; managing leave entitlements of all officials, temporary agents and contract agents; implementing working time decisions at HQ and in Delegations; dealing with administrative and financial consequences of repatriations on health grounds and in the case of country evacuation from the country of assignment of staff and dependents in Delegations; dealing with questions of principle regarding obligations set in the Staff Regulations including ethics and manage procedures of prior authorization where required; implementing social policies for staff; acting as correspondent of organizations and associations dealing with well-being and families of EEAS staff; implementing Annex X of the Staff Regulations; providing medical support and advice, follow-up of medical evacuations, health risks assessment and management.

We propose:

Under the responsibility of the Head of the Rights and Obligations Division and the supervision of the Head of the Rotation Sector, we propose 2 interesting positions of Administrative and Financial Assistant dealing with files of staff in rotation under the terms of Annex X of the Staff Regulations.

We are seeking a highly motivated colleague who is very customer service oriented, able to work independently within the team and ready to exchange views and practises with the other team members.

The successful candidate will have to combine a number of different functions and will be working in a team of 5/6 members.

His / Her main duties will be:

  • Deal with taking up duty travel, removal and storage files and ensure appropriate follow up;
  • Provide general administrative support and information to the staff members on rotation;
  • Check and prepare the initiation of payments;
  • Check and prepare the validation of budget requests;
  • Deliver presentation on the applicable rules and procedures  at pre-posting sessions;
  • Contribute to manage the "Removals" Functional Mailbox.

Selection criteria:

Candidates should:

  • have knowledge and/or proven experience in the administration and/or human resources or a good awareness of issues relating to human resources in the EU context, including the main legal basis such the Staff Regulations and CEOS;
  • have good knowledge of Financial Regulation, its Rules of Application and  financial processes as well as experience with accounting and financial system tools - including as initiating agent;
  • be proactive, highly motivated and have good organizational skills;
  • be able to work autonomously;
  • have good inter-personal skills and be client-oriented;
  • have good drafting and communication skills;
  • be able to work under pressure and to tight deadlines when necessary;
  • have a good knowledge of English and French and be able to work effectively in both.


  • previous experience of working in an EU Delegation;
  • good knowledge of standard administrative procedures as well as knowledge of IT tools for personnel and document management;
  • experience in working with or within other EU institutions and/or in a team in a multi-disciplinary and multi-cultural environment

would be considered as strong assets.

Eligibility criteria:

In order to be eligible for the post of contract agent FG III candidates must:

Candidates must meet the minimum qualifications for engagement as contract agent FG III: 

  • (i) Have a level of post-secondary education attested by a diploma; or
  • (ii) a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years; or
  • (iii) in exceptional circumstances and where justified in the interest of the service, professional training or professional experience of an equivalent level (related to the nature of the tasks and qualifications indicated in the Job Description).
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Contract agent position (Function group III); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.

The preselected candidates will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
