Overall objective:

To promote inclusive sustainable growth, to contribute to the economic prosperity and poverty reduction in Mongolia and to support the development of a green economy and the transition towards a low-carbon, resource-efficient and circular economy

Specific objective:  

• Promoting the sustainable use of natural resources through the adoption of development models based on the circular economy, understanding and strengthened cooperation between Europe and Mongolia, notably by supporting MSMEs in adopting SCP practices and getting access to finance, and by mobilizing the private sector, financial intermediaries, consumer organisations and groups, along with relevant public sector authorities.
• To reinforce the national capacity related sustainable waste management as contribution to achieve targets for greenhouse gas emission set in the INDCs undersigned by Mongolia.

Expected results:

• Improved technical, financial and administrative capacities of Ulaanbaatar Waste Management Department to plan and implement a sustainable waste management system. At least 1 Plan for a Smarter Consumption in Ulaanbaatar is drafted.
• Strengthened dialogue, among stakeholders, in the decision-making process on sustainable consumption policies through consultation, coordination and cooperation. At least 1 Stakeholders Agreement is signed
• Improved quality, delivery and efficiency of waste management services. At least 5 tons/day of sorted waste is collected by MSMEs.
• Enhanced capacities of LA’s in managing urban waste and air pollution. At least 10 technicians are trained.
• Improved circular economy driven by green, low-carbon and climate-resilient development. The waste of Ulaanbaatar dumped to the landfill are cut by 10%.
• Improved local public-private partnershop. At least 1 feasibility study is carried out.
• Strengthened general awareness about waste prevention, re-use and recycling. At least 10% of the Ulaanbaatar citizens is reached by action.
