Civilian CSDP: EUBAM Libya and the International Organization for Migration deepen cooperation

Memorandum of Understanding sets framework for future tripartite planning and advising on countering terrorism and human trafficking.

The European Union Border Assistance Mission (EUBAM) Libya and the International Organization for Migration (IOM) Country Office in Libya signed recently a Memorandum of Understanding on supporting the Libyan authorities in disrupting organised criminal networks engaged in human trafficking and terrorism.

EUBAM and the IOM will, together with their Libyan counterparts, engage in prudent planning on future border security and management policies, which will be ready to be implemented once a political agreement has been found between the warring parties.

The Memorandum of Understanding envisages close cooperation in the implementation of the "Support to Integrated Border and Migration Management in Libya" project, funded by European Union Emergency Trust Fund.  The synergy between EUBAM and IOM will further support the Libyan counterparts in their implementation of reforms in the areas of Integrated Border Management, Law Enforcement and the Rule of Law in Libya.

Background: Established in 2013, the EU Border Assistance Mission works with approximately 35 staff and actively supports  the Libyan authorities in disrupting organised criminal networks engaged in human trafficking and terrorism, the Libyan Government of National Accord in the fields of border management, law enforcement and criminal justice. The Mission operate from both Tripoli and Tunis thus being able to maintain continuously its analysis, mapping and advisory activities despite the ongoing fighting in Libya.

Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. It is since September 2016 a related organization of the United Nations.

Close coordination and concrete cooperation with the UN family are one of the trademarks of civilian CSDP.
