The European Union in Lesotho has launched a second Call for Proposals under the financing agreement Support to Civil Society. It seeks proposals from civil society organisations (CSOs) for projects that will promote and strengthen good practices at the nexus of security and human rights as well as related to the freedom of speech.

The focus of the Call is in two priority areas. The first is activities that engage actors from the security sector to promote practices that are compliant with the Principles of Human Rights. The second is ensuring the right to the freedom of speech and expression of people in institutions participating in decision-making processes and of those in engaged in legislative and justice sector reform. The projects(s) should also promote constructive dialogues within local communities. 

The overall objective of this Call is to promote democratic governance, human rights and support civil society organisations as actors of governance and development. A secondary aim is to support the participation of local communities in decision-making processes and in promoting accountable governance.

Duration and location

The actions must take place in the Kingdom of Lesotho and they may not run for less than 36 months but the project period may not exceed 48 months.


How to apply


Concept notes will be accepted online until 29 June 2020 at 9AM (Brussels date and time).  However, in the exceptional case of submission by post or by hand delivery, the deadline for receipt is 29 June 2020 at 9AM (Maseru date and time). For concept notes delivered in the post, the date of submission is evidenced by the date of dispatch, the postmark or the date of the deposit slip. For concept notes delivered by hand, it is evidenced by a signed and dated receipt.

Application procedure

Candidates must first submit a concept note (with all other relevant documentation) and if the concept note is accepted, they can continue with the full application procedure. The concept note instructions can be found in the grant application form annexed to the Guideline for Applicants (Annex A).
