국제 다자주의 및 평화외교의 날에 관한 페데리카 모게리니 유럽연합 (EU) 외교·안보 고위대표 성명

4월 24일 첫 국제 다자주의 및 평화외교의 날을 기념해 유럽연합은 모두를 위한 평화와 안보, 인권 및 지속가능한 개발에 있어 유엔을 주축으로 하는 국제 협력과 규정 중심 질서에 대한 오랜 의지를 재확인하는 바입니다.

 

국제법과 국제 협력 및 파트너십 존중을 기본으로 하는 다자체계의 확립은 유럽연합 지역 및 세계 안보에 있어 가치 면에서나 실용주의적인 면에서나 중요합니다. 이러한 협력적인 접근방식은 우리 모두의 이익 달성에 있어 여전히 가장 효율적인 방식으로 기능하고 있습니다. 다자주의 틀 내에서 도출된 결정들이 보다 민주적이고, 포용적이며, 강력하고 지속가능하다는 것이 확인되었기 때문입니다.

 

전세계적으로 우리는 많은 기회와 도전과제에 직면하고 있습니다. 기술, 과학 및 연결성의 발전은 새로운 지평을 열어주는 동시에 식량 불안정, 기후 변화, 환경 악화, 복잡한 지역 갈등 확대로 이어지고 있습니다. 또한, 세계 도처에서 기본적 인권이 침해받고 있습니다. 이러한 전세계적인 문제들은 개별 국가 하나의 힘만으로는 해결할 수 없으며, 전세계가 함께 마련한 효과적인 해결책으로만 해결할 수 있습니다.

 

유럽연합의 파트너 국가들과 함께 우리는 2030 지속가능발전 의제 (2030 Agenda for Sustainable Development), 포괄적 공동행동계획 (Joint Comprehensive Plan of Action) 및 파리 기후변화협정 (Paris Agreement on Climate Change)와 같은 주요 국제 협정을 유지·이행하기 위해 지속적인 노력을 기울여 왔습니다. 우리는 파리 기후변화 총회에서의 공약을 지키기 위해 각국 차원의 야심찬 정책을 추진하고 있으며, 파트너 국가들에 결정적인 지원을 제공하고 있습니다. 또한, 9월에 개최되는 유엔 기후 행동 정상회담에서 우리의 글로벌 목표를 확인·한층 강화하기 위한 준비가 되어 있습니다. 우리는 유엔 산하기구 및 아프리카 연합 및 아랍연맹 같은 지역 기구와의 협력을 공고히 하며 평화유지, 분쟁 해결, 인도적 지원 제공 그리고 시리아, 예멘, 리비아 및 아프가니스탄에서 대량 유입된 난민 관리에 있어 보다 효과적으로 관련국들이 조율할 수 있도록 노력하고 있습니다.  

 

우리는 유엔 개혁 및 세계무역기구 기능 개선을 지지하는 등 우리의 다자체계가 앞서 언급된 도전과제들을 해결할 수 있도록 변화시켜 왔고, 시민들의 기대에 부응할 수 있도록 투명성을 기해 왔습니다.

우리는 현재와 미래 세대를 위해 보다 평화롭고 안전하고 번영된 세상을 만들어 나가기 위해 노력할 공동의 책임을 갖고 있습니다. 유럽연합은 회원국들과 함께 계속해서 파트너십을 강화해 나가고, 국제법과 기본권을 보장·강화해 나가고, 평화와 민주주의를 지지하고, 전세계 도움이 필요한 모든 사람들 곁을 지키며 응원할 것입니다. 유럽연합은 원칙에 입각해 정책을 추진하는 신뢰가능하고 일관성 있는 협력적 글로벌 파트너로서 다자주의에 있어 모범적인 역할을 지속해 나갈 것입니다.
