(1) to provide advice and expertise to the Iraqi authorities at strategic level to identify and define the requirements for the coherent implementation of the Security Sector Reform civilian related aspects of the Iraqi National Security Strategy and associated plans;
(2) to analyse, assess and identify opportunities at national, regional and provincial levels for further Union engagement in support of the needs of the civilian Security Sector Reform; informing and facilitating the Union's and Member States' planning and implementation; and assist the Union Delegation in the coordination of the Union's and Member States’ support in the field of civilian Security Sector Reform, ensuring coherence of Union's action.
This process, supported by several international partners, involves support to institutional reform and efforts to help counter terrorism (including countering violent extremism) and organised crime, with specific reference to border management, financial crime in particular corruption, money laundering and trafficking of cultural heritage goods.
EUAM Iraq is mandated to advise officials of the Office of the National Security Adviser and the Ministry of Interior who are responsible for driving the reform. The mission also regularly conducts visits at regional and provincial levels in support of Iraqi efforts to strengthen countrywide coordination as it relates to civilian security sector reform.
