Scope of the Position:

Economic Officer conducts activities in the economic area. Briefs, advises the EUSR and EU offices, provides regular reports and analyses to the headquarters. Maintains direct and regular relations with relevant stakeholders. S/he is administratively attached to the EUSR Office in Pristina and works with the Economic and Trade team.

Duties and Responsibilities:

• Monitor and analyse political, legal, economic and financial developments in Kosovo.
• Contribute to regular reporting in relevant economic areas, in particular macro-economy, public finance management, financial, fiscal and budgetary processes, statistics, customs, taxation and private sector development. Analyzing and interpreting macro- economic, trade and financial data.
• Provide legal and policy recommendations to address gaps in compliance with European standards in the economic areas. Contribute to the EU Office/EUSR activities related to economic governance, Stabilization and Association Agreement with Kosovo among others.
• Monitor on regular basis of the business environment in Kosovo, in particular in relation to the status and treatment of EU foreign investors. Suggests improvements and EUSR intervention on specific cases if relevant.
• Participate in relevant Governmental working groups drafting and reviewing new legislation.
• Liaise, where necessary, with other sections of the offices and assist them in their activities when required.
• Establish and maintain contacts with relevant institutions, governmental and non-governmental organizations and other institutions operating in the economic field.
• Perform other duties as required by his/her supervisors.

Qualifications and Experience:

• University Degree in Economics, Finance, International Relations, Law or Political Science, postgraduate studies in economy or finance would be considered an advantage.
• At least 5 years of professional working experience out of which minimum 3 years of relevant experience.
• Good knowledge of the EU acquis in relevant economic areas as well as knowledge of relevant Kosovo institutions.
• Experience in economic analysis and reporting. Experience in macro-economic, trade and financial data analysis would be considered as an asset.
• Good knowledge of the role and activities of EU and other International Structures in Kosovo.
• Experience in working with international organizations would be considered an asset.
• Excellent command of at least one of the official languages in Kosovo, excellent command of other official languages would be considered an advantage.
• Excellent command of spoken and written English.
• Ability to establish and maintain effective working relations as a team member in a multi- cultural environment.
• Ability to prioritize and manage a high workload.
• Be in possession of a valid driving licence for motor vehicles (Category B or equivalent). Being able to drive any 4wheel drive vehicles.

Initial duration of appointment is until 29 February 2020 and an employment contract will be extended subject to an extension of the EUSR’s mandate and satisfactory performance.
