EU begins revising of CSO roadmap and seeks input from civil society

The European Union has started to revise its Roadmap for Engagement with Civil Society (EU Roadmap) and seeks input from civil society organisations in Zimbabwe.

 

The European Union has started to revise its Roadmap for Engagement with Civil Society and seeks input from civil society organisations in Zimbabwe.

The EU Roadmap for Engagement with Civil Society is a strategic tool for engagement between the EU and its Member States and Civil Society to:

  • Strengthen partnership with civil society and provide support for their endeavours.
  • Provide a shared analysis of the Civil Society landscape and a strategy for a Team Europe engagement (EUD and Member States) with Civil Society
  • Provide de facto space for dialogue
  • Ensure integration of a gender perspective through the participation of CSOs promoting the rights of women and girls rights
  • Promote the meaningful participation of Civil Society in policy-making at national and local levels.

 

The process of developing the roadmap is a joint one between the EU and its Member States.  Country-level roadmaps were introduced in the European Commission's 2012 Communication: "The roots of democracy and sustainable development: Europe's engagement with civil society in external relations”.  Their importance was later confirmed in the most recent policy documents, such as the New Consensus on development, which also advocates a strategic engagement with CSOs, who are recognized as development actors in their own right, in line with the 2030 Agenda. For the 2014-2017 period, the EU drew up 110 roadmaps around the world, including Zimbabwe.  The Zimbabwean Roadmap was last updated in 2019 and as the EU enters into a new programming phase (2021-2027), there is need to revise the existing roadmap to make it more relevant and responsive to the current situation (for example the COVID-19 crisis) as well as align it with the new EU priorities.

 

The development of the EU roadmap is hereby launched with the availing of the Questionnaire (attached) and virtual consultation sessions to collect views due to begin on the 18th and end on the 25th of March 2021.   All Civil Society Organisation in all sectors are encouraged to participate in the consultations and to complete the questionnaire.

The questionnaire and the consultations are complementary in order to ensure wide reach.

In order to get a clearer overview of the state-of-play of civil society in Zimbabwe, we would like to ask you to fill out the questionnaire below. Feel free to skip any questions that are not relevant to your organisation.

By responding to this questionnaire, you will be able to convey your views on how the context for Civil Society is evolving in Zimbabwe, highlighting the main challenges Civil Society face in the execution of their mandate. Your views will be essential to reflect on the strategic aspects regarding the role of civil society, providing us with comparative information, data and concrete actions to support a better engagement of the EU with Zimbabwean civil society.

On the basis of your response, the EU will update its strategy to support CSOs  for the period 2021-2023.
