Delegation of the European Union to Zambia and COMESA

New call for proposals – EFFECT PROGRAMME

28/10/2020 - 10:03

Within the framework of the ACP (African, Caribbean, Pacific) Programme, the European Union has launched a call for proposals under the 11th EDF funding instrument, to contribute to enhancing Civil Society Organisation (CSO) Participation in Budgetary Oversight and Participation Processes, in Zambia. The deadline for the submission of concept notes is 01/12/2020 at 12:00hrs.

The specific objective of this call is to improve capacities of Zambian CSOs to:

  • participate in the budget process as well as to carry-out budget tracking in public sectors (i.e. health, energy and agriculture),
  • increase their capacities to hold the government and line ministries accountable in terms of public service delivery.

The key priorities of this call for proposals are:

Improved access of citizens to information on the legislatures' oversight and participation process;

  1. Enhanced role of civil society, including organisations addressing gender equality, rights of marginalised groups and/or environment and climate change related issues, promoting good governance, more transparency and better accountability;
  2. Enhanced capacity of Civil Society Organisations to effectively participate in policy dialogues at all levels;
  3. Strengthened watchdog’s function of Civil Society Organisations towards the implementation of the National Development Plan in the sectors of energy, health and agriculture, and with regard to spending on the gender priorities of the government.

The proposed action must promote gender equality and strengthen CSOs’ capacity to monitor budget execution and spending on the gender priorities of the government. Applicants are encouraged to develop a gender dimension in the proposed action whenever relevant. The overall indicative amount made available under this call for proposals is EUR 1 000 000. The deadline for the submission of concept notes is 01/12/2020 at 12:00hrs. Guidelines and other annexes are available on the following link:
