The European Union Delegation to South Sudan has appealed to all stakeholders involved in the permanent constitution making process to make it an inclusive and people-centred process, towards a Constitution that would guarantee the fundamental rights of all South Sudanese.
“For a constitution to work, every citizen needs to feel and own it regardless of whether you are literate or illiterate, rich or poor, part of a big or small ethnic group,” European Union’s Chargé Alessandro Rossi said during the launching ceremony of a three-day workshop in Juba on the permanent constitution-making process for South Sudan on Tuesday.
“All South Sudanese must be reassured that no matter who holds executive power and no matter who wins the election, their fundamental rights will be respected. EU looks forward to supporting a participatory, inclusive and efficient permanent constitution making process.”
According to the IGAD-mandated Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) Interim Chairperson Charles Tai Gituai, the workshop is a big step towards the full implementation of the Revitalized Peace Agreement, aiming to give South Sudan a durable and people-owned constitution at the end of the Transitional Period.
South Sudan President Salva Kiir and Sudanese Prime Minister Abdallah Hamdok attended the launch of the workshop, organised by RJMEC.
Facilitated by the Germany-based Max Planck Foundation, the workshop brings together delegates nominated by the Parties to the Revitalised Peace Agreement and Stakeholders to deliberate on the process towards the permanent constitution-making process that will have then to be enshrined in a law to be enacted by the reconstituted Transitional National Assembly.
It marks the beginning of the constitution-making process, which will include the reconstitution of the National Constitutional Review Commission (NCRC), the appointment of a Sub-Committee for the convening of the National Constitutional Conference (NCC), civic education and the implementation of all agreed workshop outcomes.
