EU Projects with Yemen

The EU has a long history of Cooperation and friendship with Yemen, working together in a wide spectrum of fields ranging from support to institutions at central and local level, contribution to the basic health sector, food security and resilience. Given the current crisis in Yemen, the EU also engages in several projects contributing to stability and peace in the country.

Instrument contributing to Stability and Peace (IcSP)

The IcSP was established to support stabilisation initiatives and peace-building activities in emerging crisis settings, conflict zones and post-conflict environments. It engages in activities to mitigate a variety of risks, tackle global and trans-border threats and build capacity for lasting socio-economic development. In situations of crisis, like in Yemen, the IcSP funds actions linked to crisis response but also to conflict-prevention, peace-building and crisis preparedness. In combination with the long-term components of its work, the IcSP triggers close cooperation between different EU services and thereby contributes to an integrated approach to conflict and crisis. This integrated approach to conflict and crisis is one of the main objectives of the Global Strategy for the EU's Foreign and Security policy. It entails both a multi-dimensional approach through the use of all available policies and instruments aimed at conflict prevention, management and resolution and a multi-phased approach, acting at all stages of the conflict cycle.

In Yemen, IcSP-funded projects are principally Track-II projects focusing on mediation and dialogue and supporting the UN-led political process and the UN Special Envoy for Yemen. They provide a wide range of Yemeni society, including civil society, youth and women, with the opportunity and necessary support to participate in the peace-building process, paving the way to a peace agreement and successful transitional period in Yemen.

Development Cooperation Instrument (DCI)

The primary objective of the DCI is the reduction of poverty. It contributes also to the achievement of other goals of EU external action, in particular fostering sustainable economic, social and environmental development as well as promoting democracy, the rule of law, good governance and respect for human rights.

Since the beginning of the conflict in 2015, the EU Delegation Cooperation Section has kept its focus first and foremost on Yemeni citizens. The funds allocated for Yemen under this instrument amount to € 244 million since 2015 and the budget allocation for the years 2018 to 2020 is € 150 million. Currently, activities in the areas of stabilisation, resilience, health, and food security are funded under the DCI. In addition, activities supporting CSOs and human rights are funded under thematic budget lines of the DCI.
