About the EU Delegation to Yemen

The EU Delegation in Sana'a is one of over 130 European Union Delegations around the world.

The EU seeks to develop a closer relationship with Yemen in order to enhance political dialogue, trade and economic cooperation, development cooperation, respond to humanitarian needs and to encourage the reform and state building processes.

The first Head of Delegation, Ambassador Michele Cervone d'Urso, handed over his credentials to President Ali Abdulah Saleh on 13 December 2009 as the first resident EU Head of Delegation with the diplomatic title of Ambassador to the Republic of Yemen.

Relations between the EU and Yemen are currently governed by a Cooperation Agreement which was signed in 1998. Central to the EU's approach to Yemen is the Country Strategy Paper 2007 – 2013 and Multiannual Programme 2011 – 2011. The EU response concentrates on three main areas:

  1. Support for state-building and governance with emphasis on the relationship between central government and local authorities
  2. Social development with specific focus on health and social welfare
  3. Economic development and livelihoods, contributing to the expansion of the private sector and combating rural poverty

The Delegation's mandate includes the following:

  • To ensure the representation of the European Union in the Republic of Yemen
  • To promote political and economic relations between Yemen and the European Union by maintaining extensive relations with Governmental institutions and Non-State actors and by increasing awareness of the EU, its institutions and its programmes
  • To inform the public of developments shaping the EU and to explain individual EU policies
  • To participate in the implementation of the European Union's assistance programmes
  • Contributes to coordination with Member State embassies, particularly in the fields of political relations, security, trade and external assistance
