EU Closing Statement

1.Let us start by thanking His Excellency, Foreign Minister José Manuel Albares Bueno, for his closing remarks as Spain ends its successful chairpersonship of the Forum for Security Co-operation.
2.We welcome Mr Feridun Sinirlioğlu, OSCE Secretary General, into the Forum for Security Co-operation and thank him for his intervention.
3.Mr Chair, over the past trimester we benefited from your leadership of the FSC.We would like to thank you, Ambassador Valdés, and your dedicated team for yourefforts in fostering dialogue that this Forum provides a platform for and making sure that we were able to address important politico-military matters. You always had our full support during this period.
4.Rightly, Russia’s war of aggression against Ukraine and its repercussions for European and global security have remained at the top of the FSC agenda over the past months, allowing us to discuss this key matter in regular weekly meetings,as mandated. The European Union remains unwavering in its objective to support Ukraine in reaching a comprehensive, just and lasting peace based on the principles of the UN Charter and international law. The EU is ready to play its fullpart in supporting the upcoming steps, together with Ukraine, the United States,and other partners. It is now for Russia to show its willingness to achieve peace.We encourage further efforts to ensure accountability for all international crimes and human rights violations and abuses.
5.Mr. Chair, your Security Dialogues, with presentations from invited panellists,enabled us to focus on two areas within the FSC’s mandate.
6.The topic of the Responsible Military Use of New and Emerging Technologies is relevant now and in the future. It has allowed us to further consider how to seizethe opportunities associated with new and emerging technologies and address thepotential risks posed by their misuse. Emerging technologies, notably artificial intelligence and autonomy in weapons systems, are reshaping the landscape of conflict and its impacts on global security.
7. The joint FSC-PC meeting on the Women, Peace and Security agenda had an important focus on women’s full, equal and meaningful participation in peace and security governance. We reaffirm that women have an indispensable role in ensuring that armed forces, while implementing their missions, are responsive to the needs of all members of the populations they serve and protect. There is still much to do on this matter, and prioritising the WPS agenda presents a viable path to achieving tangible progress. It is clear that this key issue must remain a focus within this Forum, fully in line with our mandate.
8. Ambassador, we commend you and your team for the excellent work done in the past four months as our Chair. We are confident that you will continue to make important contributions within the FSC Troika.
9. As we now welcome Finland to the Troika, we also thank Denmark, the outgoing Troika member, for all its efforts over the past year. Finally, turning to the incoming FSC Chair, Estonia can count on the full support of the EU and its Member States as it takes over this key position.
