EU Statement on Recent Aerial Attacks in the Context of the Russian Federation’s Ongoing Aggression against Ukraine
Chairs, the European Union and its Member States thank you for convening this timely FSC-PC meeting in the wake of Russia’s latest brutal attacks against Ukraine. On the night of 23–24 May, the Russian Federation launched one of its largest drone and missile attacks since its full-scale invasion, once again striking civilians and civilian infrastructure. The attacks resulted in at least four fatalities and over 100 injuries across Ukraine. This escalation demonstrates Russia’s disregard for the human cost of its attacks on civilians and civilian infrastructure and its outright contempt for the international law, including the UN Charter, as well as the OSCE’s core principles and commitments.
Russia’s assault on Ukraine’s capital and its surrounding region involved approximately 600 drones and 90 missiles of various types. In addition to Iskander, Kinzhal and Zircon missiles, one of the missiles hitting the Kyiv region was reported to be the so-called Oreshnik, an intermediate-range ballistic missile capable of carrying conventional or nuclear warheads, now deployed by Russia for the third time.
We resolutely condemn Russia’s illegal, unprovoked and unjustifiable war of aggression against Ukraine, including this latest escalation.
We urge Russia to stop its aggression and immediately, completely and unconditionally withdraw all of its forces and military equipment from the entire territory of Ukraine within its internationally recognised borders, as well as engage in meaningful negotiations towards a just and lasting peace, in accordance with international law.
A sustainable peace cannot be built on impunity. We reiterate our commitment to ensuring full accountability for all international war crimes committed in connection with Russia’s war of aggression against Ukraine.
We urge all countries to immediately cease any assistance to Russia in its war of aggression against Ukraine, whether direct or indirect, and notably through the provision of dual-use goods and components. We strongly condemn the continued military support provided by Belarus, Iran and the DPRK, among others.
The EU and its Member States will unwaveringly continue to provide multi-faceted support, including political, financial, economic, humanitarian, military and diplomatic support to Ukraine, with further support on the way to reinforce its air defence systems. So that Ukraine and Ukrainians can continue their rightful self-defence against Russia’s war of aggression.
