The European Union would like to thank Ms. Callamard for her report to the Council.
The EU remains strongly committed to the protection and promotion of human rights, including the right to life. The EU would thus like to reaffirm its strong support for the important mandate of the Special Rapporteur on extrajudicial, summary or arbitrary executions. The mandate is, regrettably, as needed as ever.
The latest report is a contribution to the discussion on the use of drones. While armed drones are not illegal weapons and their use in accordance with international law is permitted, extrajudicial executions and arbitrary killings are never acceptable.
Accountability for human rights violations and abuses and violations of international humanitarian law must always be ensured, whoever the perpetrator is. Therefore, the EU calls on all states to ensure accountability, where necessary through cooperation with or support of investigate bodies and mechanisms. Impunity can never be an option. Ms. Callamard, are there any examples of good practices that you could share with us in terms of transparency and accountability?
