About us - structure and organisation

The Delegation of the European Union to the Republic of Uzbekistan was officially accredited to the Republic of Uzbekistan on 31st May 2011.

The first Head of Delegation, Norbert Jousten, handed over his credentials to H.E President Islam Karimov on 1st May 2012.

The Delegation in Tashkent is one of 140 European Union Delegations around the world.

The role of the Delegation as the diplomatic mission representing the European Union - is to present, explain and implement the European Union's policy in Uzbekistan, analyze and report on the policies and developments of Uzbekistan.

The Delegation:

Ensures the representation of the European Union in the Republic of Uzbekistan;

Ensures local EU Presidency and coordination with Member State embassies;

Ensures the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation (financial and technical), in particular to implement the Partnership and Cooperation Agreement and the European Union's  Strategy for Central Asia;

Promotes and defends values and interests of the EU;

Promotes EU cooperation at a national and regional level (Central Asia);

Maintains and increases visibility, awareness and understanding of the EU.

 

Ambassador Eduards Stiprais, Head of the EU Delegation to Uzbekistan

Mr Eduards Stiprais has worked for the Latvian Diplomatic Service since 1993. He occupied the posts of the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the United Kingdom of Great Britain and Northern Ireland, Director-General of the Bilateral Relations Directorate, Head of the Chancery of the President of Latvia, Ambassador Extraordinary and Plenipotentiary in the Permanent Representation of the Republic of Latvia to the European Union, as well as served as Head of the Secretariat of Latvia’s Delegation for Accession Negotiations. In 2013 - 2016 Eduards Stiprais was the Under Secretary of State and Political Director of the Foreign Ministry of Latvia.

In July 2016, Federica Mogherini, the High Representative of the European Union for Foreign Affairs and Security Policy, announced the appointment of Eduards Stiprais as Head of the EU Delegation to Uzbekistan.

Ambassador Stiprais has received the Order of Three Stars, an order awarded for meritorious service to Latvia, as well as decorations of Ukraine, Norway and France. He graduated from the Faculty of Economics of the University of Latvia, and also trained at the National School of Administration of France and the Swedish Institute of International Affairs. He speaks Latvian, English, French and Russian.
