The opening ceremony was attended by the Deputy Director of the National Planning & Budgeting Office, Martín Dibarboure, the Director of the Uruguayan Cooperation Agency, Andrea Vignolo, and the DG DEVCO's Regional Programs Manager for Latin America, Marc Litvine, who emphasized the contribution of the Eurosocial programme to facilitate cooperation at continental level in order to improve the quality of public policies that contribute to social cohesion.

The project's launching workshop was held on 14, 15 and 16 March. During these three days, co-applicants, associates, participants and guest experts shared experiences, set up the project's operations and worked on the Annual Plan, which defines the activities to be carried out during the first year.

The main objective of this project is to foster debate and exchange of experiences among countries in the region regarding instruments and mechanisms of evaluation of the public policies that allow to measure the impact of those policies in decision-making.
