The EU Delegation in Washington, DC represents the European Union in the United States of America, working in close coordination with the Embassies of the EU Member States. The Delegation ensures bilateral relations in the political, economic, trade, scientific, technological and cooperation areas.

The Regional Team Americas (based in Brasilia) is part of the Service for Foreign Policy Instruments (FPI), a Commission service which is under the direct authority of HR/VP Mogherini. FPI has a unique position, working not only closely with the European External Action Service (EEAS) but also with other Commission services, both in Headquarters and in Delegations.

The Regional Team closely collaborates with Delegations in the Americas Region, relevant external actors and with the Service for Foreign Policy Instruments and other services in Brussels to conceptualise, elaborate and implement activities to be funded through the Partnership Instrument and the Instrument contributing to Stability and Peace.

FPI has a cell of three staff in the Delegation of the European Union to the United States in Washington DC. This Contract Agent position is based in this FPI cell in Washington DC, under the direct responsibility of the Head of the Press and Public Diplomacy section and of the Head of the Regional Team Americas, and will be, as part of the FPI team in Washington, responsible for the FPI work in the United States and will support the FPI work in Canada. Team spirit, a strong sense of initiative and responsibility is a common feature of all team members.

We propose the post of Programme Officer in the Delegation in Washington, DC responsible, as part of the FPI team in Washington, for FPI work in the United States and for supporting the PI work in Canada, who will work under the responsibility of the Head of the Press and Public Diplomacy section and of the Head of the Regional Team Americas.

Essential selection criteria:

  • At least 5 years of relevant experience;
  • Proven experience in the field of external cooperation and project management (operations);
  • Excellent English and French verbal & written communication skills;
  • Good Spanish verbal and written communication skills would be an advantage
  • Knowledge of, and experience in, the region would be an advantage;
  • Effective use of Office automation tools, etc.
