Consular protection for EU citizens in the United Kingdom
Consular protection is the help an EU Member State can provide to its citizens in case they need assistance abroad. Typically, consular protection can be provided in cases such as:
- A need for emergency travel documents (due to loss, etc.);
- A serious accident or serious illness;
- Relief and repatriation in case of an emergency;
- Being a victim of crime;
- Arrest or detention;
- death.
The responsibility to provide consular assistance to EU citizens lies with EU Member States.
In the United Kingdom, all 27 EU Member States are represented and able to provide assistance. Consular protection (issuance of emergency travel documents, providing assistance during a crisis or serious incident, etc.) is different from standard consular services (such as renewal of identity documents, citizenship matters, birth certificates).

Are you in need of consular protection?
You should contact the Consulate General or Consular Section/Embassy nearest to your location. All EU Member States have a resident Embassy with an operational consular section or Consulate General in London. Many Member States also operate Consulates in large cities such as Belfast, Cardiff, Edinburgh, Manchester, etc.
Please note that the EU Delegation in the United Kingdom cannot provide direct consular assistance.
As an EU citizen, you can take simple steps to make consular protection more effective, for example:
- Following the travel advice issued by your country’s Foreign Ministry.
- When abroad, registering with your Embassy or Consulate and/or through dedicated platforms, if applicable.
- Other tips include keeping an electronic copy of your travel documents, getting a travel insurance or saving crisis contact details.
