An overview of the European Union's (EU) Delegation to the United Arab Emirates (UAE).

The Role of the EU Delegation:

  • to initiate, promote, support and develop bilateral dialogue and cooperation for the mutual benefit of the EU and the UAE.

The EU Delegation:

  • represents the EU in the UAE and/or as instructed by Headquarters;
  • assesses and works towards the development and enhancement of EU-UAE bilateral relations, including in the newer areas/domains of cooperation (e.g. human rights dialogue, development and humanitarian cooperation in third countries, non-proliferation, counter terrorism and anti-piracy, etc.);
  • follows up bilateral relations in the areas of policy, security, the economy, trade and external assistance cooperation (financial and technical);
  • follows up EU policies in all sectors;
  • represents the EU in international agencies and organisations present in the UAE (IRENA, Hedayah, CBRN Centre of Excellence);
  • promotes and defends EU values and interests;
  • promotes relations with civil society, human rights advocates and the media in the UAE;
  • undertakes the local presidency functions in the UAE and maintains close contact with the local EU presidency in areas not covered by the Delegation;
  • contributes to coordination with EU country embassies, particularly in the fields of EU competences, notably trade, energy and external assistance;
  • undertakes CFSP démarches as appropriate;
  • reports back to Headquarters on all matters of interest for EU policies;
  • carries out press and public diplomacy activities in pursuit of the above.

I am delighted to welcome you to the EU Delegation's website, a platform on which you can find helpful information and resources about the EU's vision, the Delegation's mission and our special relationship with the UAE.

I was recently appointed as the Ambassador / Head of the Delegation of the European Union to the UAE. I hold a degree in Economics (Bocconi University) and completed several courses at Cologne University, the London School of Economics (UK), and the Harvard Kennedy School of Government.

I joined the European Union in 1996 and worked in the Arab region, in Syria and Palestine and was the Ambassador of the European Union to Jordan from 2015 to 2019.

The relationship between the EU and the UAE has come a long way. Formal relations between the EU and the UAE started in the framework of the 1988 EU-Gulf Cooperation Council (GCC) Cooperation Agreement, a region to region relationship with the countries of the GCC.

Subsequently, the EU decided then to strengthen bilateral relations and opened its Delegation to the United Arab Emirates in 2013.

In January 2018, a cooperation agreement between the European External Action Service and the UAE Ministry of Foreign Affairs and International Cooperation was signed with the objective of scaling up the EU-UAE relations through an intensification of political dialogue and strengthened cooperation on key issues of mutual interest including trade, innovation, research and multilateral cooperation.  In July 2019, the political dialogue was officially launched by the UAE Minister of State for Foreign Affairs, Dr. Anwar Gargash and the EEAS Secretary General Mrs. Helga Maria Schmid. This will be followed by senior official meetings to deepen the cooperation in key areas.     

More than ever before, the EU and the UAE have an interest in cooperating more closely in terms of political dialogue, non-proliferation and counter terrorism, trade, economic relations and counter-piracy as well as  humanitarian cooperation and development.

I am eager to build on this evolving relationship and intend to contribute in making it closer and stronger during the years to come with the support of my team in the Delegation. The team comprises eighteen European and non-European employees, all of whom work with me towards promoting and developing bilateral dialogue and cooperation for the mutual benefit of the EU and the UAE.
