Property Prospecting Notice: Office Space

GENERAL INFORMATION
The Delegation of the European Union to the United Nations in New York informs actors in the real estate market and any other interested economic operator that it is looking for office space to rent in New York, with the following characteristics:
The property should be located in the area of:
- Midtown East (38th-50th Streets and 1st-Lexington Avenues)
In the case of rental offices:
- The total net surface (usable surface discounting structural elements and common areas) between 26,900 square feet to 37,700 square feet (approx. between 2,500 m2 to 3,500m²)
- The rental surface area (RSF) 30,000 square feet to 52,750 square feet (approx. between 2,875m² and 4,900m²)
- Should include 3 parking places (The provision of additional parking spaces would be a welcome addition but not mandatory)
- Minimum height location requirement: 10th floor or above.
In order to meet the needs of the Delegation, the building or office should:
- be legally authorised for use as a Diplomatic Mission;
- be completed and available for occupation by summer 2026, at the latest. Projects with a valid building permit may also be considered;
- be fitted out for office space. Base buildings (shell and core) may also be considered if the owners offer to fit them out as required before occupation by the Delegation. The cost of fit-out works is an ancillary cost that will be invoiced in accordance with the terms of the agreement between the tenant and the owner.
- Accommodate between 65 to 90 staff members in office zones with direct natural light; the distribution of the offices must correspond to the Activity Based Working Space (ABW) concept, offering flexibility for 10 departments/teams of varying configurations.
- The distribution of the structural elements and the communication core (elevator banks, emergency stairs, mechanical rooms, etc.), must allow a flexible layout for the distribution of office space and meeting rooms.
- In the event that the rental area occupies several levels, the property must be equipped with a staircase and/or elevator for exclusive internal use, in accordance with EU Delegations security standards.
The proposed contract will be a lease agreement in the name of the European Union (the ‘EU’). The contracting authority will be the Delegation of the European Union to the United Nations in New York, in the name of the European Union.

PURPOSE
The purpose of this notice is to collect information about properties and real estate projects that can meet the needs of the Delegation. The information provided will be used to ascertain if they meet those needs or not.
Based on the information received, if the Delegation considers that all or some of the properties (or projects) offered can meet its needs, it will launch a negotiated procedure in accordance with Article 164(d) of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11.1(g) of Annex I to the Financial Regulation.
This publication does not constitute, nor should it be construed as, a commitment on the part of the EU in its procurement procedures.
NOTIFICATION
All property market participants and other interested economic operators owning or holding any property (or project) which can meet the Delegation’s needs are encouraged to notify the Delegation, by close of business on Friday, 11 October, 2024, using one of the following methods:

Notifications will be deemed as valid and taken into account only if they are submitted within the deadline stated above and if they include at least the following information:
- Identity of the owner/holder of the premises and, if applicable, identity of the representative of the owner/holder of the premises;
- Detailed description of the premises (including exact size of gross & net surface area);
- Status of completion of the premises;
- Plans of the premises (.pdf/.cad), fitted and/or non-fitted, : Ground floor + proposed floors + Parking + Surroundings
