I have the honor to speak on behalf of the European Union and its Member States.
Let me start by thanking the Secretariat, the Facilitator and the G77 coordinator for their tireless work on this resolution.
The EU would like to present an oral amendment to OP 17. Since the start of negotiations we have expressed the view that this resolution should be tabled on a triennial basis. We believe this periodicity would adequately reflect new initiatives on this important topic and would strengthen the substance of the resolution. We were unfortunately unable to reach consensus on this issue during the negotiation process. We would like to thank the facilitator for her efforts to find a compromise by proposing, in the facilitator’s text, a biennial text. We would have accepted this compromise.
Unfortunately, other delegations broke silence on this issue. The text introduced for adoption today therefore retains the annual periodicity.
We think it is of crucial importance for this committee to seriously engage with the issue of revitalisation, which includes the question of periodicity of Second Committee resolutions. We are therefore proposing an amendment to OP17 to make the resolution biennial and an additional caveat, ‘unless otherwise agreed’. This would enable us to reach a different agreement on periodicity in tandem with further discussions on the committee’s revitalization agenda.
Our proposal for OP17 reads as follows:
“Requests the Secretary-General to submit to the General Assembly at its seventy-sixth session a report on the implementation of the present resolution and decides to include in the provisional agenda of its seventy-sixth session, under the item entitled “Sustainable development”, the sub-item entitled “Combating sand and dust storms”, unless otherwise agreed.
