Joint Declaration on a partnership between the States Parties to the Framework Agreement of the Pacific Alliance and the European Union

The Republic of Chile, the Republic of Colombia, the United Mexican States and the Republic of Peru ("the States Parties to the Framework Agreement of the Pacific Alliance") and

The European Union (EU),

Hereinafter referred to as the "Participants";

Resolved to reaffirm ties of friendship, solidarity, strong economic relationship and cooperation among them;

Guided by common values of democracy, rule of law and respect for human rights, among others;

Welcoming the strengthening of political, economic and cooperation ties, which have been established between them through Association and Free Trade Agreements, among others;

Convinced of the importance of promoting multilateralism and a rules based global order as well as of open, transparent, inclusive and World Trade Organisation-consistent free trade agreements for improving competitiveness and fostering sustainable socio-economic development and social inclusion;

Reaffirming the commitment to contribute to the implementation of the 2030 Agenda and its Sustainable Development Goals;  

Recognising the importance of the Pacific Alliance and of the European Union as regional integration mechanisms;

Determined to increase dialogue and deepen relations between them in areas of common interest;



1. Their objective to enhance solid, productive and lasting ties, based on the principles of democracy, human rights and rule of law, and on a shared vision on open trade and investment, and sustainable development.

2. Their interest in deepening ties in areas of common interest and strengthening political dialogue and regional cooperation.

3. Their objective to explore areas of cooperation and develop mutually beneficial activities on which the Participants have similar constituting objectives, including the free movement of persons, goods, services and capital within the respective blocs. In that regard, the Participants intend to focus on areas such as:

a.       Aspects related to regional economic integration and business climate;

b.      Financial integration;

c.       Regional development;

d.      Education and student mobility;

e.       Movement of persons;

f.       Digital strategies;

g.       Small and Medium Sized Enterprises;

h.       Climate, environment and green growth;

i.        Innovation, science and technology;

j.       Any other area of cooperation that the Participants mutually decide.

4. Their objective to identify actions to address the priorities as mutually identified by the Pacific Alliance and the EU. The modalities of the specific actions will be agreed upon by experts of the Pacific Alliance and the EU, who will report periodically to the Pacific Alliance’s National Coordinators and the representatives of the EU.

5. Their intention to avoid duplication of initiatives and to assess, on a regular basis, progress made towards the achievement of common objectives.
